Charter Oak City Council Special Meeting Minutes March 23, 2026 The Charter Oak City Council met in special session on March 23, 2026. Mayor Peggy Staley called the meeting to order at 7:33 p.m. Members present were Alec Castillo, Russ Maack, Randy Ulmer and Wayne Copeland. Others in attendance were Sara Bohlmann and Craig Warnock. Motion Castillo/Ulmer to approve agenda. Ayes: Ulmer, Maack, Castillo. Nays: Copeland. Motion carried. Motion Maack/Castillo to table purchase of a new garage door for the city shop. All ayes. Motioned carried. Council discussed the right-of-way permit application. Councilman Copeland wants the city employees to enforce it before work begins, particularly for plumbers. No action taken. Motion Copeland/Maack to not use the city purchasing policy and follow Iowa Code. Ayes: Copeland/Maack. Nays: Castillo/Ulmer. Motion failed. Motion Ulmer/Maack to approve the L&L Builders building permit for walk-in cooler at COU School. All ayes. Motion carried. Council discussed the EMC Insurance increase.
