Charter Oak City Council Special Meeting Minutes July 15, 2026, 1:00 PM Public Library The Charter Oak City Council met in special emergency session on July 15, 2026. Mayor Peggy Staley called the eeting to order at 1:00 p.m. A special session was called due to extenuating circumstances around The COB’s liquor license expiring. Members present were Alec Castillo, Randy Ulmer, and Wayne Copeland. Councilmen Russ Maack, and Chaise Hampton were absent. Others in attendance were Jodie Holm, and Kathryn Sassman. Motion Ulmer/Copeland to approve agenda. All ayes. Motion carried. Motion Castillo/Ulmer approve The COB Liquor License Renewal. All ayes. Motioned carried. Motion Castillo/Ulmer approve Snak Atak Tobacco Permit Renewal. All ayes. Motioned carried. Motion Ulmer/Copeland to adjourn the meeting at 1:01 p.m. All ayes. Motion carried.
