Charter Oak City Council Special Meeting Minutes January 15, 2026 The Charter Oak City Council met in special session on January 15, 2026. Mayor Peggy Staley called the meeting to order at 6:31 p.m. Members present were Alec Castillo, Russ Maack, Randy Ulmer and Wayne Copeland. Others in attendance, Ashley Mohr. Motion Castillo/Copeland to approve agenda. All ayes. Motion carried. Motion Ulmer/Maack to approve posting for full-time city clerk position. All ayes. Motion carried. Motion Maack/Copeland to approve as temporary help both Megan Peitsch as interim clerk at $30.00/hour and Katie Castillo as interim office assistant at $16.00/hour, both classified as independent contractors. All ayes. Motion carried. Council discussed the Community Foundations Grant. No action taken. Motion Castillo/Ulmer to go into closed session at 7:20 pm, per Iowa Code 21.5 (1)(c), to discuss strategy with council in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body of that litigation. Ayes: Castillo, Maack, Ulmer, Copeland. One council vacancy. Motion carried. Motion Maack/Ulmer to end closed session and return to open session at 8:12 pm. Ayes: Castillo, Maack, Ulmer, Copeland.
