Charter Oak City Council Special Meeting Minutes August 13, 2026 The Charter Oak City Council met in special session on August 13, 2026. Mayor Peggy Staley called the meeting to order at 7:33 pm. Members present were Alec Castillo, Russ Maack, and Randy Ulmer. Councilman Chaise Hampton was absent. The council currently has one vacancy. Others present were Nancy Kruse, Patty Goslar, and Kathryn Sassman. Motion Ulmer/Maack to approve the agenda. All ayes. Motion carried. Motion Castillo/Maack to approve Resolution No. 08-03-2026, Setting Wages and Salaries for Charter Oak Employees. All ayes. Motion carried. Motion Maack/Castillo to fill council vacancy by appointment due to Wayne Copeland resignation. All ayes. Motion carried. Motion Castillo/Ulmer to consult with City Financial Advisor Nate Summers for two different options on water rate increase schedule. All ayes. Motion carried. Motion Ulmer/Maack to proceed with recommended changes to the Water System Improvement Contract as suggested by the city attorney. All ayes. Motion carried. Motion Castillo/Maack the allowance of sidewalk removal at 107 Main St. All ayes. Motion carried. Motion Maack/Ulmer to adjourn at 8:04 p.m. All ayes. Motion carried. MP8-27-26
