Mayor Peggy Staley called the meeting to order at 7:45 p.m. Members present were Alec Castillo, Russ Maack, Randy Ulmer and Nathan Mohr. Others in attendance were Ashley Mohr, Craig Warnock, Patty Goslar and Nancy Kruse. Motion Mohr/Ulmer to strike agenda item #9, Public Event on City Lots South of Water Plant. Motion Castillo/Mohr to approve the agenda as amended. All ayes. Motion carried. Motion Maack/Mohr to open public hearing “Proposal to Enter into a Water Revenue Loan and Disbursement Agreement”, at 7:46 p.m. All ayes. Motion carried. No public comments written or spoken. Motion Mohr/Maack to close public hearing at 7:47 p.m. All ayes. Motion carried. Motion Mohr/Castillo to approve Resolution No. 09-23-2025, Taking Additional Action with Respect to a Water Revenue Loan and Disbursement Agreement and Authorizing, Approving and Securing the Payment of a $160,000 Water Revenue Loan and Disbursement Agreement Anticipation Project Note (IFA Interim Loan and Disbursement Agreement). Ayes: Castillo, Maack, Ulmer, Mohr. Nays: None. Absent: French. Motion carried. Motion Mohr/Ulmer to approve the cigarette permit and liquor license for Snak Atak. All ayes. Motion carried.
