Charter Oak City Council Public Hearing Minutes March 23, 2026 The Charter Oak City Council met in special session on March 23, 2026. Mayor Peggy Staley called the meeting to order at 7:00 p.m. Members present were Russ Maack, Randy Ulmer and Wayne Copeland. Others in attendance were Sara Bohlmann and Craig Warnock. Motion Ulmer/Maack to approve agenda. Ayes: Ulmer and Maack. Nays: Copeland. Motion carried. Motion Ulmer/Maack to open public hearing, Approving the FY 26/27 Proposed Tax Levy, at 7:01 p.m. Ayes: Maack/Ulmer. Nay: Copeland. Motion carried. Councilman Castillo joined the meeting at 7:16 p.m. Written correspondence was received from Councilman Copeland in opposition. No other written or verbal comments were received. Motion Maack/Ulmer to close the public hearing at 7:32 pm. Ayes: Castillo, Maack, Ulmer. Nays: Copeland. Motion carried. Motion Ulmer/Maack to adjourn the meeting at 7:32 p.m. All ayes.
