Charter Oak City Council Meeting Minutes September 8, 2025 The Charter Oak City Council met in regular session on September 8, 2025. Mayor Peggy Staley called the meeting to order at 7:02 p.m. Members present were Nathan Mohr, Russ Maack, Alec Castillo and Jason French. Others in attendance were Ashley Mohr, Craig Warnock, Nancy Kruse, Patty Goslar, Patty Staley, Megan Maack, Nancy Rosburg. Motion Mohr/Castillo to approve the agenda. All ayes. Motion carried. Motion Castillo/French to approve the July 23, 2025, special meeting minutes, August 4, 2025, regular meeting minutes, and August 12, 2025, special meeting minutes. All ayes. Motion carried. Public Forum: Nancy Rosburg had questions regarding the weekly yard debris pick-up. Department Reports: Maintenance/Water/Wastewater: Craig reported he is beginning winter preparations and the sander motor needs replaced. Fire: Assistant Chief Craig Warnock reported two fire calls, one propane leak, and one EMS call for the month of August. The new tanker should be ready for service by next month. Pool: Pool Managers Patty Staley and Megan Maack reported a successful 2025 pool season with few weather closures and no mechanical breakdowns. They requested a new basketball hoop, automatic water filler and a replacement skimmer lids. Motion Mohr/French to approve Resolution No. 09-08-2025 To Fix a Date for a Public Hearing on Proposal to Enter Into a Water Revenue Loan and Disbursement Agreement and to Borrow Money Thereunder in a Principal Amount not to Exceed $160,000. Ayes: Castillo, French, Maack, Mohr. Nays: None. Absent: None. Motion carried. Motion Castillo/Mohr to appoint Randy Ulmer to fill council vacancy due to Tracy Helmhold resignation. All ayes. Motion carried. Motion Castillo/Mohr to approve Resolution No. 09-08-2025B Proposing to Fill Council Vacancy by Appointment. Ayes: Castillo, French, Maack, Mohr. Nays: None. Absent: None. Motion carried. Council discussed Highway L51 update from County Engineer and amount previously approved to spend on crack sealing on streets. No new action taken. Motion Maack/Mohr to approve a wage increase to $32.00/hour for Maintenance Supervisor Craig Warnock, effective immediately. Ayes: Castillo, Maack, Mohr. Nays: None. Abstained: French. Motion carried. Mayor updated council on current nuisance abatements. Council discussed possible next red tag building locations. No action taken. Motion Mohr/French to approve building permit for Tammy Williams at 523 Main St for a 40’ x 30’, new house construction. All ayes. Motion carried. Motion Mohr/French to approve building permit for Jonah Rose at 257 3rd St for a 10’ x 14’ metal shed inside existing fence. All ayes. Motion carried. Motion Mohr/Castillo to approve building permit for Earl Nelson at 204 Cedar Ave for a 12’ x 8’ balcony to be built over existing porch. All ayes. Motion carried. Council discussed five written complaints. No action taken. Council reviewed draft code of ordinances from 8:50 p.m. to 9:16 p.m. Motion Mohr/Castillo to approve bills. All ayes. Motion carried.
