Charter Oak City Council Meeting Minutes October 8, 2025 In the absence of Mayor and Mayor Pro-Tem, motion Maack/French to appoint Council Member Randy Ulmer to conduct the meeting. All ayes. Motion carried. The Charter Oak City Council met in regular session on October 8, 2025. Council Member Randy Ulmer called the meeting to order at 7:00 p.m. Members present were Russ Maack, Alec Castillo, Randy Ulmer and Jason French. Others in attendance were Ashley Mohr, Craig Warnock, Ben Heyne and Ashayla Soodsma. Motion French/Maack to approve the agenda. All ayes. Motion carried. Motion Maack/French to approve the September 8, 2025, regular meeting minutes, and September 23, 2025, special meeting minutes. All ayes. Motion carried. Council Member Alec Castillo joined the meeting at 7:03 p.m. Public Forum: Ben Heyne addressed the council requesting permission to use the city’s lots south of the water plant. No action taken. Department Reports: Maintenance/Water/Wastewater: Craig reported winterization of park, pool and arboretum is complete. Fire: Assistant Chief Craig Warnock reported four EMS call for the month of September. The new tanker is now in service. Council Member Nathan Mohr joined the meeting at 7:20 p.m. Ashayla Soodsma from ISG discussed the water improvement project preliminary engineering report with council. Motion Maack/French to approve the 20 year + CDBG grant option for repayment of loan. All ayes. Motion carried. Motion Mohr/Castillo to give approval for ISG to submit the preliminary engineering report to the DNR. All ayes. Motion carried. Motion Ulmer/French to approve American Fire to advertise and sell the fire department’s old tanker truck. All ayes. Motion carried. Motion Mohr/French to approve listing the city’s 2001Massey Fergusson tractor on Facebook Marketplace for $20,000 and replacing it with a skid loader. All ayes. Motion carried. Motion French/Mohr to approve a budget of $35,000 to find a used skid loader. All ayes. Motion carried. Motion Mohr/French to deny approval of amended building permit for 523 Main Street until property owner comes to speak to council regarding the exposed dirt on the south side of the lot. All ayes. Motion carried. Council discussed one written complaint. No action taken. Motion Mohr/French to table agenda item #12 Draft Code Review. All ayes. Motion carried. Motion Mohr/French to approve bills.
