Charter Oak City Council Meeting Minutes November 4, 2024 The Charter Oak City Council met in regular session on November 4, 2024. Mayor Peggy Staley called the meeting to order at 7:01 PM. Members present were Alec Castillo, Ben Heyne, Russ Maack, Tracy Helmhold and Nathan Mohr. Others in attendance were Ashley Mohr, Craig Warnock, Troy Davis, Jake Hopp, Dan Behrens, Matt and Melinda Knowles. Motion Mohr/Helmhold to approve agenda. All ayes. Motion carried. Motion Maack/Mohr to approve October 7, 2024 regular meeting minutes. All ayes. Motion carried. Public Forum: Dan Behrens updated the city on the situation regarding his building, 82 Main St (the post office). The USPS engineer is requiring three issues to be completed by the adjacent owner of 86 Main St in order for the post office to reopen. Department Reports: Water/Wastewater: Operator Troy Davis told council he started discharging the lagoon on October 30th and should be done by end of week November 8th. Fire: Assistant Chief Jake Hopp reported 4 fire calls and 5 EMS calls for the month. Maintenance: Craig Warnock reported Silversmith Data system is up and running, east garage is all repaired and fully insulated now, and Ten Point Construction has completed the curb and gutter repair/crack sealing work. Council had a hearing with property owner of 38 Oak/455 1st St/137 Main St. Progress was discussed. No action taken. Council discussed water service code. No action taken. Motion Mohr/Helmhold to adopt a Tree Dump Policy setting a rate of $60/ton for commercial tree companies to dump trees at city dump site, paid upfront with permission from the city in advance. All ayes. Motion carried. Motion Heyne/Mohr to accept tree grinding bid price for Kolbeck, Inc at $31.50/ton. All ayes. Motion carried. Council discussed three trees in ROW at 115 Birch. No action taken, more information needed. Motion Heyne/Helmhold to allow the company removing Ash trees for the school at 321 Main St for the next 5 years to dump the trees at our dump site free of charge if the school doesn’t get charged for disposal, otherwise we follow Tree Dump Policy of $60/ton. All ayes. Motion carried. Council discussed current B-2 zoning code. No action taken. Council discussed Region XII nuisance abatement contract and the next step as deadline for letters sent is approaching. No action taken. Council discussed the possibility of applying for a derelict building grant. No action taken. Motion Heyne/Mohr to allocate 50% of 2024 lagoon crop check to pool and 50% to new playground equipment. All ayes. Motion carried. Council discussed Santa Claus night and Christmas tree lighting next month. No action taken. Motion Heyne/Helmhold to approve building permit for 403 Pine for 12ft x 15ft shed in southeast corner of rear yard. All ayes. Motion carried. Council discussed complaints. No action taken.
