Charter Oak City Council Meeting Minutes May 5, 2025 The Charter Oak City Council met in regular session on May 5, 2025. Mayor Peggy Staley called the meeting to order at 7:05 p.m. Members present were Alec Castillo, Jason French, Russ Maack, Tracy Helmhold and Nathan Mohr. Others in attendance were Ashley Mohr, Craig Warnock, Bert Schauer, Nancy Rosburg, Nancy Kruse, Patty Goslar, Kyle Miller, Susie and Joe McManigal. Motion Mohr/French to approve the agenda. All ayes. Motion carried. Motion French/Helmhold to approve the April 7, 2025, regular meeting minutes, April 23, 2025, special meeting minutes, and April 28, 2025, public hearing/special meeting minutes. All ayes. Motion carried. Public Forum: Nancy Rosburg thanked the city for providing the weekly yard waste pick-up service. Department Reports: Fire- Chief Miller reported one EMS and five fire calls for April. Maintenance- Craig reported the woodchipper sale pending. The pool paint is not holding up very well and was chipped more this year. It will need repainted in many areas, and Dreyer Painting will send us the paint we need. Water- Craig reported the water tower paint is peeling off more. Wastewater- Craig reported lagoon discharge samples passed, and we could discharge. Motion Helmhold/French to approve authorizing the mayor to handle communications regarding the Matt Knowles nuisance abatement matters with consultation with the city attorney. All ayes. Motion carried. Mayor Staley made the council aware of a proposal from Matt Knowles for the City to purchase his 3 lots/2 buildings (113 & 137 Main Street) for $5,000, however, she was notified by the city attorney that there is a lien on the properties. The council had questions for the attorney. No action taken. Motion Mohr/Castillo to approve the sale of the city’s old street marker signs for $5.00 each and traffic signs for $10.00 each. All ayes. Motion carried. Motion Mohr/French to approve the sale of the pick-up bed, hitch and bumper off the city’s 2009 Chevy truck on Facebook Marketplace for $400. All ayes. Motion carried. Bert Schauer addressed the council regarding the possibility of a portable laundry mat business at 18 Pine Avenue S. No action taken. Council discussed the street repair in front of 207 Birch Street. No action taken. Motion Helmhold/Maack to save what is salvageable from the old playground equipment and dispose of the rest. All ayes. Motion carried. Motion Castillo/Maack to approve hiring six lifeguard applicants and two pool manager applicants. All ayes. Motion carried. Motion Helmhold/Mohr to approve right-of-way permit for Frontier Communications after Craig confirms boring depth and we receive insurance liability certificate. All ayes. Motion carried. Motion Mohr/Helmhold to approve liquor license for The Charter Oak Bar pending paperwork. All ayes. Motion carried. Motion Mohr/French to approve building permit to remove/replace concrete driveway at 512 Oak Avenue. All ayes. Motion carried. Council discussed complaint at 18 Pine Avenue S. No action taken. Mayor and council discussed the draft code of ordinances from 8:16 to 8:45 p.m. Motion Helmhold/Castillo to approve bills. All ayes. Motion carried.
