Charter Oak City Council Meeting Minutes March 2, 2026 The Charter Oak City Council met in regular session on March 2, 2026. Mayor Peggy Staley called the meeting to order at 6:30 p.m. Members present were Alec Castillo, Russ Maack, Randy Ulmer and Wayne Copeland. We currently have one council vacancy. Others in attendance were Ashley Mohr, Craig Warnock, Megan Peitsch, Sara Bohlmann, Patty Goslar, Nancy Kruse, Kyle Miller, Ashayla Soodsma and Amanda Goodenow. Motion Ulmer/Castillo to approve the agenda. Ayes: Ulmer, Castillo and Maack. Nays: Copeland. Motion carried. Motion Castillo/Ulmer to approve the consent agenda consisting of…. a) Approval of February 2, 2026, regular meeting minutes b) Approval of February 2026 bills and payroll. Ayes: Castillo, Ulmer and Maack. Nays: Copeland. Motion carried. Megan Peitsch discussed the FY2026-2027 budget with council. Discussed possibility of an increase in garbage rates. Public Forum: No one present to speak. Department Reports: Fire: Chief Kyle Miller reported 13 fire and EMS calls for February. The Fire Deparment’s Annual Fish Fry brought in roughly 500 people. Police: Council was given February police report from Sheriff Rasmussen. Maintenance/Water/Wastewater: Craig reported a plugged sewer line at 403 Pine. Motion Ulmer/Maack to approve moving forward with water main project without potholing lead and copper service lines. All ayes. Motion carried.
