Charter Oak City Council Meeting Minutes June 10, 2025 The Charter Oak City Council met in regular session on June 10, 2025. Mayor Peggy Staley called the meeting to order at 7:01 p.m. Members present were Alec Castillo, Jason French, Russ Maack, Tracy Helmhold and Nathan Mohr. Others in attendance were Ashley Mohr, Craig Warnock, Robert Wendt, Diane Smith, Nancy Rosberg, Tammy Williams, Scott and Phyllis Kragel, Drew Baak, Amanda Goodenow and Ashayla Soodsma. Motion Castillo/Mohr to approve the agenda. All ayes. Motion carried. Motion French/Helmhold to approve the May 5, 2025, regular meeting minutes. All ayes. Motion carried. Public Forum: Tammy Williams addressed the council with questions about building a 1,000 square foot modular home with no basement on the empty lots to the south of her current residence at 519 Main Street. Robert Wendt addressed the council with concerns about the overgrown weeds and lack of mowing at 18 S Pine Ave. Department Reports: Fire- Assistant Chief Warnock reported two fire and two EMS calls for the month of May. Maintenance- Craig reported the wooden playground structure has been removed and is being stored at the storage building near the lagoons. Water- Craig reported the broken curb stops at 219 Main St and 219 Cedar Ave have been repaired and are in working order. Wastewater- Craig updated the council about finding hypodermic needles in the city’s sewer system. He also reported to the council the sewer line repair at 466 4th St has been completed, but we have tree root ball issues on Oak and Birch in the sewer main. Library- Librarian Diane Smith reported the library currently has 175 registered patrons, and the library is planning a program with the Nature Center on July 7th at 2 p.m. Motion Mohr/Helmhold to open public hearing, “Amending the FY 2024/2025 Budget” at 7:32 p.m. All ayes. Motion carried. No comments/objections from the public. Motion Mohr/French to close public hearing, “Amending the FY 2024/2025 Budget” at 7:33 p.m. Motion Mohr/Castillo to approve Resolution No. 06-10-2025, Amending the FY 2024/2025 Budget. Ayes: Castillo, French, Maack, Helmhold, Mohr. Nays: None. Absent: None. Abstained: None. Motion carried. Motion Helmhold/French to approve Resolution No. 06-10-2025B, Setting Salaries for Employees of the City for FY 2025/2026. Ayes: Castillo, French, Maack, Helmhold. Nays: None. Absent: None. Abstained: Mohr. Motion carried. Amanda Goodenow and Ashayla Soodsma from ISG spoke with the council regarding a water main infrastructure project and possible funding sources. No action taken. Motion Helmhold/French to approve bid from Goslar Construction to demolish 137 Main Street. Ayes: Castillo, French, Maack, Helmhold. Nays: None. Abstained: Mohr. Motion carried. Motion French/Mohr to approve the sale of the wooden playground set from the city park by sealed bid, As Is, must take all, city reserves the right to refuse any and all bids, and bids will be opened at the July 10th council meeting. All ayes. Motion carried. Motion Mohr/Helmhold to table agenda item #14, Sheriff Contract until we can have a meeting with the Sheriff to answer some questions. All ayes. Motion carried. Motion Mohr/French to approve outdoor liquor license for the Community Club for Fun on Main. All ayes. Motion carried. Motion Mohr/French to have the city mow the ballfields during baseball/softball season if CORA can’t get it mowed. All ayes. Motion carried. Mayor Staley updated the council on the status of the current nuisance abatements for 94 Main Street, 137 Main Street, 220 Oak Avenue, 13 Cedar Avenue and 262 Railroad Street. Council member Castillo left the meeting at 9:10 p.m. Motion Mohr/Helmhold to approve Ten Point Construction repairing the street in front of 207 Birch and billing the homeowner. All ayes. Motion carried. Council discussed and reviewed the four complaints that were turned into the city for the month of May. No action taken. There were no building permits. Motion Mohr/French to table draft code review agenda item #21, until next meeting. All ayes. Motion carried. Motion Mohr/French to approve bills. All ayes. Motion carried.
