Charter Oak City Council Meeting Minutes July 9, 2026 The Charter Oak City Council met in regular session on July 9, 2026. Mayor Peggy Staley called the meeting to order at 7:00 pm. Members present were Alec Castillo, Wayne Copeland, Russ Maack and Randy Ulmer. Councilman Chaise Hampton was absent. Others present were Nancy Rosburg, Christine Rosburg, James Hoffmeier, Craig Warnock, Robert Wendt, Jason French, Kyle Miller and Ashley Mohr. Motion Ulmer/Castillo to approve the agenda. Ayes: Castillo, Maack, Ulmer. Nay: Copeland. Motion carried. Motion Castillo/Ulmer to approve the June 1, 2026, regular meeting minutes and June 17, 2026, special meeting minutes. Ayes: Castillo, Maack, Ulmer. Nay: Copeland. Motion carried. Public Forum: Nancy Rosburg thanked Councilman Castillo for mowing and spraying weeds and asked how long until the tires will be gone on his 18 S Pine Ave. property. Dept Reports: Fire: Chief Kyle Miller - One fire call, four EMS calls in June. The fire department will have a dunk tank for Fun on Main, pedal pull and food stand for Achievement Days. The water tank on the Dodge pickup is leaking, and they are shopping for a new one. Maintenance: (Craig Warnock) - Routine duties and mowing. Prepping for Achievement Days. Water: Several shut-offs, and one new construction service was turned on. Wastewater: Lagoons were equalized but no discharge. Motion Castillo/Ulmer to table the allowance of sidewalk removal at 107 Main until the city attorney can be consulted. All ayes. Motion carried. Motion Ulmer/Castillo to allow for the removal of an approximate 28' section of sidewalk at 22 Pine Ave due to no existing sidewalk to the north. The sidewalk is being removed for the construction of a retaining wall. All ayes. Motion carried. Motion Ulmer/Castillo to sell the old park benches from Main Street for $25.00 each. They are currently being stored outside the city shop. Call city hall to arrange for purchase and pick-up. All ayes. Motion carried. Motion Castillo/Ulmer to approve Resolution No. 4-09-2026, Approving Grant Agreement with Iowa Economic Development Authority (IEDA) for the Charter Oak Water Main Improvement Project. Ayes: Castillo, Maack, Ulmer. Nay: Copeland. Absent: Hampton. Adopted. Motion Castillo/Ulmer to approve Resolution No. 4-09-2026B, Approving Grant Administration Agreement with Simmering-Cory for the Charter Oak Water Main Improvement Project. Ayes: Castillo, Maack, Ulmer. Nay: Copeland. Absent: Hampton. Adopted. Motion Ulmer/Castillo to hire Karla Uhl AT $30/hour to train the new clerk and deputy clerk. Ayes: Castillo, Maack, Ulmer. Nay: Copeland. Motion carried. Motion Ulmer/Castillo to approve Resolution No. 4-09-2026C, appointing Kathryn Sassman as city clerk at $20/hour for up to 35 hours/week, effective July 15, 2026. Motion Ulmer/Castillo to approve Resolution No. 4-09-2026D, appointing Jodie Holm as deputy clerk at $16/hour for 15-20 hours/week, effective July 15, 2026. Ayes: Castillo, Maack, Ulmer. Mayor Staley updated the council on negotiations, court orders, compliance deadlines, and possible penalties for three property owners cited for nuisances and two dog owners cited for municipal infractions (at-large and offensive smell).
