Charter Oak City Council Meeting Minutes January 5, 2026 The Charter Oak City Council met in regular session on January 5, 2026. Mayor Peggy Staley called the meeting to order at 7:02 p.m. Members present were Alec Castillo, Russ Maack, Randy Ulmer and Wayne Copeland. We currently have one council vacancy. Others in attendance were Ashley Mohr, Craig Warnock, Kyle Miller and Jason French. Motion Ulmer/Maack to approve the agenda. All ayes. Motion carried. Motion Castillo/Ulmer to approve December 9, 2025, regular meeting minutes with revision to agenda item #14, Nuisance Abatement Updates, “council was presented an offer from Matt Knowles via email for the city to purchase 113 and 137 Main Street properties for $20,000. No action taken.” All ayes. Motion carried. Public Forum: No one present to speak. Department Reports: Maintenance/Water/Wastewater: Craig reported to the council progress on the water project and continued shop organization. Fire: Chief Kyle Miller reported two EMS calls, and two car accident calls for the month of December. Police: No report to review. Motion Ulmer/Maack to hire Simmering-Cory as the grant administrator for the CDBG grant portion of the water project. All ayes. Motion carried. Motion Castillo/Ulmer to approve a revision to the Fire Department section of the city’s code of ordinances. All ayes. Motion carried. Motion Maack/Castillo to approve Resolution No. 01-05-2026B, Entering into an Agreement with Novus Ag to Use Well #7. Ayes: Castillo, Maack, Ulmer, Copeland. Nays: None. Absent: One council vacancy. Motion carried. Motion Ulmer/Copeland to approve Resolution No. 01-05-2026C, Approving Mayor and Council Appointments for the 2026 Calendar Year. Ayes: Castillo, Maack, Ulmer, Copeland. Nays: None. Motion Castillo/Ulmer to approve applying for the 2026 spring grant cycle with Community Foundations for sidewalk in city park between shelter house and 4-H show pavilion. All ayes. Motion carried. Motion Ulmer/Castillo to approve setting up a fund in the money market account for lagoon crop proceeds. All ayes. Motion carried.
