Charter Oak City Council Meeting Minutes August 4, 2025 The Charter Oak City Council met in regular session on August 4, 2025. Mayor Peggy Staley called the meeting to order at 7:03 p.m. Members present were Nathan Mohr, Russ Maack and Jason French. Members absent Alec Castillo. Others in attendance were Ashley Mohr, Craig Warnock, Kyle Miller, Nancy Rosburg, Timothy Thompson, Nancy Kruse, Patty Goslar, Ben Heyne, Robert Wendt, Matt and Melinda Knowles. Motion Mohr/French to approve the agenda. All ayes. Motion carried. Motion Mohr/Maack to approve the July 10, 2025, regular meeting minutes. All ayes. Motion carried. Public Forum: Timothy Thompson addressed the council regarding the brush/weed removal progress at 108 Oak Ave. Department Reports: Maintenance/Water/Wastewater: Craig reported the 72” mower is in the shop for repairs. The bug program seems to be working well at the lagoons, and hoping to be able to discharge again this fall. Fire: Chief Kyle Miller reported seven EMS and one fire call for the month of July. Motion Mohr/French to approve posting for deputy clerk position at 5-10 hours/week, pay dependent on qualifications. All ayes. Motion carried. Motion Mohr/French to approve outdoor liquor license for Community Club September 6, 2025, event at city park. All ayes. Motion carried. Motion Mohr/Maack voted to approve repairing the 72” John Deere lawnmower, estimated at $1,000 . All ayes. Motion carried. Motion Mohr/French to table agenda item #9, Crack Sealing. All ayes. Motion carried. Motion Mohr/French to table agenda item #10, Fuel Management System. All ayes. Motion carried. Council Member Castillo joined the meeting at 7:44 p.m. Motion Mohr/French for the council being open to the Derelict Building Grant Program if an interested party comes forward. All ayes. Motion carried. Mayor updated council on current nuisance abatements. No new action taken. Council discussed two complaints turned in for weeds/brush at 18 Pine Ave and 38 Oak Ave. Council reviewed draft code of ordinances from 8:20 p.m. to 8:55 p.m. Council Member Castillo left the meeting at 8:56 p.m. Motion Mohr/French to approve bills.
