NOTICE OF HEARING ON COMMISSIONERS' REPORT MCNEILL INTERCOUNTY DRAINAGE DISTRICT MONONA & HARRISON COUNTIES, IOWA TO: Landowners of McNeill Intercounty Drainage District, Monona County Engineer, Harrison County Engineer, City of Blencoe, City of Onawa, Onawa Drainage District including all owners, encumbrancers, lien holders, unknown heirs and claimants by will, and to all others whom it may concern, including actual occupants of all the lands within McNeill Intercounty Drainage District, Monona and Harrison Counties, Iowa. YOU AND EACH OF YOU ARE HEREBY NOTIFIED that the Joint Board of Supervisors of Monona and Harrison Counties, Iowa, acting as Trustees for McNeill Intercounty Drainage District, appointed Commissioners, as provided by law, for the reclassification of the McNeill Intercounty Drainage District, Monona County, Iowa. The Commissioners have filed their report at the office of the Monona County Auditor at the courthouse in Onawa, Iowa. The report fixes the percentage of actual benefits on a scale of 0 to 100 with 100 being the parcel with the greatest benefit and makes an equitable apportionment of costs and expenses of future repairs or improvements required in this District. RECLASSIFICATION is shown in the Commissioners' Report for Reclassification of Benefits, for each of the 40-acre tracts or subdivide thereof in McNeill Intercounty Drainage District and it's sub laterals. The Report containing the Assessment Schedule for the McNeill Main Open Ditch and eleven (11) laterals is on file at the office of the Auditor in Monona and Harrison Counties, Iowa and can be viewed and downloaded from the County website at https://mononacountyiowa.gov/drainage/projects/. A copy of the Commissioner's Report is available at the Monona County Drainage Office, 610 Iowa Avenue, Onawa, Iowa 51040 and the Harrison County Auditor's Office, 111 N 2nd Ave, Logan, IA 51546. Electronic copies may also be obtained via email by contacting the Monona County Drainage office at mocodr1@mononacountyiowa.gov . If you would like a copy of the report mailed to you please contact the Monona County Drainage Office at 712.433.2630. You are encouraged to review the report prior to the date set for hearing in this notice. YOU ARE FUTHER NOTIFIED that the assessment schedule sets out a classification, assessment units, and percent of schedule, which shall be the basis for future repairs and improvements made in this District. The Trustees have tentatively approved the report as filed and has fixed the time for hearing on said report for September 1th, 2026, at 10:00 a.m. in the upstairs meeting room at the Onawa Public Library, 707 Iowa Ave, Onawa, Iowa 51040. YOU ARE FUTHER NOTIFIED that all objections to the Commissioners' Report for Reclassification must be in writing and filed with the MONONA COUNTY Drainage office at or before the time set for the hearing. At said hearing, the Trustees shall hear and determine all written objections to the report, and may affirm, increase or decrease the percentage of benefits or apportionment of costs and expenses made in the report against any tract of land in the District, as may appear to the Board to be just and equitable. YOU ARE FURTHER NOTIFIED that at such hearing, the Trustees may hear evidence both for and against the approval of the Commissioners' Report of Reclassification and/or any portion thereof. Any interested party may be heard in argument by themself or counsel. YOU ARE FINALLY NOTIFIED that your failure to file a written objection will result in the consequence of losing your right to appeal any decision within twenty (20) days to the Iowa District Court.
