MONONA COUNTY BOARD OF SUPERVISORS MEETING SEPTEMBER 5, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, September 5, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman and Secondary Roads Maintenance Superintendent Shawn Bellis were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve straightening 100th Street and Holly Avenue upon approval of WHKS. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. SR 23-32 The Board of Supervisors consents to hire Cameron Golden to fill a Seasonal Roadside Operator position at a start rate of $19.00 per hour upon successful completion of a background check, pre-employment physical and drug screening. Rolph Monona County Auditor Discussion items were tree maintenance at Blue Lake, WHKS will be here September 6 and 7, rock hauling, tubes, spraying weeds with the truck, and the bridge at 140th Street and Pine Avenue. No action was taken. Drainage Clerks Bryan Phillips and Amy Borchardt-Sick were present for Drainage business also present were Caleb Rasmussen, ISG; Gary Taylor, Attorney; Ian McConeghey, Monona County Attorney; and Gabe McKinley, West Monona work study student. Caleb Rasmussen, ISG Engineer discussed the McNeill Main cleanout pay estimate number four. It was moved by Phillips, seconded by Fox to approve the McNeill Intercounty Drainage District-Phase 1 Main Open Ditch Repairs Application for partial payment number four for $139,950.49. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion on the Hallett Material ñ McDonald Pit was how to pursue the access and dedication agreement that was drafted by Gary Taylor, Attorney. It was moved by Fox, seconded by Brouillette to table the agreement until the work performed by Hallett Material is deemed acceptable. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. It was moved by Fox, seconded by Brouillette, to add Bryan Phillips, Drainage Clerk to the United Bank of Iowa bank account. Vote on motion: Fox and Brouillette. Nays: None. Abstaining: Phillips. Motion carried. It was moved by Fox, seconded by Phillips to add Amy Borchardt-Sick, Drainage Clerk to the United Bank of Iowa bank account. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Caleb Rasmussen, ISG Engineer presented a preliminary GIS map for the Drainage Districts to the Board for review. Caleb will contact Tim Peters, Monona County Assessor to gather more information to complete the maps. No action taken. Jim Wigton, IT Director was present to review the preliminary approval of the website design. Discussion followed no action taken. Jim updated the Board that Long Lines Internet would be installed at the West Shop. Marilyn Maly was present to ask for permission for bible reading on the Courthouse lawn on September 11th and 12th. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve bible reading on the courthouse lawn on September 11th and 12th. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Randy Ping, Temporary Part-Time Custodian, Regina Smith and Michelle Matney, RML Architect were present to review the window and door replacement bids, discussion followed. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to table accepting the project bids. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff was present to request creating two (2) new Lead Jailer/Dispatcher positions. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve creating two (2) new Lead Jailer/Dispatcher positions. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the minutes of August 29, 2023 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None.
