MONONA COUNTY BOARD OF SUPERVISORS MEETING JUNE 28, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, June 28, 2022, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda. Vote on motion: All Ayes. Motion carried. Present for the Covid-19 Burgess Public Health update were Patrick Prorok and Adam Hadden via phone. There were 32 cases in the month of June and a total of 49 deaths. Burgess Public Health will hold a clinic for ages 6 months to 17 year olds on July 13.at the Onawa Community Center from 5:30 p.m. to 6:30 p.m. Discussion followed no action was needed. Present along with the Supervisors and Auditor for the Elected Official / Director Meeting were Patrick Prorok, EMA Director; Kelly Seward, Recorder; Abby Riesberg, Treasurer; Don Thompson, Veteran Affairs Director; Ian McConeghey, County Attorney; and Dustin Wallis, Engineer. Absent were Doug Kuhlmann, Conservation Director; Jeff Pratt, Sheriff; Sandy Bubke, Zoning and Environmental Health Administrator and Tim Peters, Assessor. Activities were discussed and information was shared. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve miscellaneous utility permit for MidAmerican Energy for a new UG primary extension for new house bore approximate 85í under Co Hwy L12 at a depth of no less than 48î 1/0 UG primary cable in 3î conduit. Install from MEC pole on south side of the Hwy to back of right of way on north side. Vote on motion: All Ayes. Motion carried. Discussion items were tractors, maintenance on maintainers, and rock. Contractor Steve Mauch (Mauch Construction) has finished the first part of the Oliver Lake Lateral 8 cleanout as a result of the Camson LLC petition. This portion included excavator-ditch partial cleanout and opening of two tubes. Mauch will return in the fall to complete the rest of the cleanout once crops are out. It was moved by Fox, seconded by Brouillette to approve this cleanout phase along with his invoice in the amount of $1,045.00. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. 2022-24 BOUNTY, MILEAGE, & WARRANTS ISSUING AUTHORITY The following policy for 2022-2023, is hereby established for FY 2023: Payment of Bounty - $.50 per pair of gopher claws. Payment of mileage for use of private vehicle for county business at the rate of $ .05 less than the IRS rate per mile. In accordance with Iowa Code Chapter 331.506, authorizes the Auditor to issue warrants to make the following payments without prior approval of the board: a. For fixed charges including, but not limited to, freight, express, postage, water, light, telephone service, or contractual services every 14 days during construction, after a bill is filed with the Auditor, and b. For salaries and payrolls if the compensation has been fixed or approved by the board, and the salary or payroll shall be certified by the office or supervisor under whose direction or supervision the compensation is earned. Subject to the provisions of other county procedures and regulations, and applicable state law, the appropriations authorized under Section 1 shall constitute authorization for the department or officer listed to make expenditures or incur obligations from the itemized fund, effective July 1, 2022. Section 3. In accordance with Section 331.437, Code of Iowa, no department or officer shall expend or contract to expend any money or incur any liability, or enter into any contract, which by its terms involves the expenditure of money for any purpose in excess of the amounts appropriated pursuant to this Resolution. Section 4. If at any time during the 2022-2023 budget year the Auditor shall ascertain that the available resources of a fund for that year will be less than said fund's total appropriations, she shall immediately so inform the Board and recommend appropriate corrective action. Section 5. The Auditor shall establish separate accounts for the appropriations authorized in Section 1, each of which account shall indicate the amount of the appropriation, the amounts charged thereto, and the unencumbered balance. The Auditor shall report the status such accounts to the applicable departments and officers monthly during the 2022-2023 budget year. Section 6. All appropriations authorized pursuant to this Resolution lapse at the close of business June 30, 2022.
