MONONA COUNTY BOARD OF SUPERVISORS MEETING JUNE 20, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, June 20, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Josh Schaben, Conservation Deputy Director was present for acknowledgement of receipt of retirement letter from Doug Kuhlmann, Conservation Director, approve hire of new Conservation Director effective July 1, 2023, and authorization to advertise part-time permanent employee. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to acknowledge receipt of retirement letter from Doug Kuhlmann, Conservation Director effective June 30, 2023. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to hire Josh Schaben as the new Conservation Director effective July 1, 2023 at the salary of $64,147 per year. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to give Conservation authorization to advertise for a part-time permanent employee. A zoom meeting was held with WHKA Engineering. To discuss engineering services, no action was taken. Secondary Roads Office Manager Deleta Huffman was present for Secondary Roads business. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve ten year wage adjustment for Gabe Cooper he will be going from $23.98 per hour to $24.08 per hour per union contact. The Supervisor’s reviewed the Superintendent applications and Deleta is going to schedule interviews, no action taken. The Supervisorís reviewed the Shop Foreman applications, no action taken. Discussion items were hauling rock and irrigations running onto the roads. Onawa Drainage District discussion was held with Joe Oliver, property owner, John Casady, Public Works Director for the City of Onawa and Gary Taylor, Attorney were present in regards to installing an intake on the north side of Joeís property on 8th Street. John stated the City would also like an intake on the west side of the street, at the City’s expense, to help aid in draining the storm water. Supervisor Fox moved to approve and acknowledge receipt of the petition and refer it to an engineer. Supervisor Phillips seconded the motion. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. The Drainage Office received a phone call from Debbie Spaulding in regards to storm water backing up on their property at 112 Iowa Avenue. Vince Phillips, Trustee of the Onawa Drainage District met with Brian Savery, employee of the City of Onawa to inspect. After inspection and attempt to clean, they discovered the drain pipe is full. It was moved by Phillips, seconded by Fox to hire RQP, LLC (Brian Kepner) to jet the tube at this location. Vote on motion: Ayes: Phillips, Fox and Brouillette. Nays: None. Motion carried. As per Iowa Code 468.100, the drainage clerk has made a request to the auditor to raise the current $1,000. increment used in stamped warrant processing to a $5,000. increment to be used in the case of large projects which can be determined at the time a new large project arises. It was moved by Brouillette, seconded by Fox to implement the $5,000. increment, upon recommendation by the auditor, as needed for larger projects which can be determined on an individual basis. It was moved by Fox, seconded by Brouillette to open the McNeill Intercounty Drainage District continued hearing at 1:11 p.m. Vote on motion: Ayes: Fox, Brouillette, Phillips, Rife and Straight. Nays: None. Motion carried. Landowners and interested parties present were: Rusty Collison, Ron Cutler and Sue Cutler. Rasmussen reviewed his visual field review of lands recommended for annexation within the City of Blencoe. This field review was completed by ISG on the afternoon of June 6th. Location of storm sewers and intakes was discussed, as well as what was included as a part of the original assessment of the McNeill Drainage District and the current McNeill assessment. The engineerís recommendation was that the objecting parcels be annexed into the McNeill Intercounty Drainage District. Furthermore, a boundary correction to align the watershed boundary to the west right-of-way line along N Manley Street from Main Street to Linn Street is also recommended as shown on the map attached with the Field Review Report. Payment of mileage for use of private vehicle for county business at the rate of $ .05 less than the IRS rate per mile. In accordance with Iowa Code Chapter 331.506, authorizes the Auditor to issue warrants to make the following payments without prior approval of the board: a. For fixed charges including, but not limited to, freight, express, postage, water, light, telephone service, or contractual services every 14 days during construction, after a bill is filed with the Auditor, and b. For salaries and payrolls if the compensation has been fixed or approved by the board, and the salary or payroll shall be certified by the office or supervisor under whose direction or supervision the compensation is earned. The amounts itemized by fund and by department or office on the attached schedule are hereby appropriated from the resources of each fund so itemized, to the department or office listed in the first column on the same line of the attached schedule. Section 2. Subject to the provisions of other county procedures and regulations, and applicable state law, the appropriations authorized under Section 1 shall constitute authorization for the department or officer listed to make expenditures or incur obligations from the itemized fund, effective July 1, 2023. Section 3. In accordance with Section 331.437, Code of Iowa, no department or officer shall expend or contract to expend any money or incur any liability, or enter into any contract, which by its terms involves the expenditure of money for any purpose in excess of the amounts appropriated pursuant to this Resolution. Section 4. If at any time during the 2023-2024 budget year the Auditor shall ascertain that the available resources of a fund for that year will be less than said fund's total appropriations, she shall immediately so inform the Board and recommend appropriate corrective action. Section 5. The Auditor shall establish separate accounts for the appropriations authorized in Section 1, each of which account shall indicate the amount of the appropriation, the amounts charged thereto, and the unencumbered balance. The Auditor shall report the status such accounts to the applicable departments and officers monthly during the 2023-2024 budget year. Section 6. All appropriations authorized pursuant to this Resolution lapse at the close of business June 30, 2024.
