MONONA COUNTY BOARD OF SUPERVISORS MEETING JULY 5, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, July 5, 2022 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Vince Phillips and Tom Brouillette arriving at 10 a.m. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: All Ayes. Motion carried. Josh Schaben, Conservation Deputy Director was present to discuss increasing compensation time with the Board. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve increasing compensation time from forty-five (45) hours to eighty (80) hours from May 1 to October 1. Compensation time must be used down to under forty-five (45) hours by February 1. Vote on motion: All Ayes. Motion carried. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Supervisor Phillips introduced and moved to adopt the following Resolution, seconded by Supervisor Fox: RESOLUTION NO. SR 22-20 The Board of Supervisors advises and consents to the County Engineerís recommendation to accept the quote from AgriVision Equipment Group of Onawa, Iowa , to supply a used 2021 John Deere 6130M to Monona County as specified. Rolph Monona County Auditor Discussion items were prescription safety glasses, gravel roads, mowing, L12, Barge Road, and rock hauling. No action was needed. A phone conference was held with Ivan Droessler and Spencer Pech, ISG Engineers. The purpose of this call was for our Board of Supervisors to run through some questions that had been brought up by landowners and themselves in connection with the McNeill Main Cleanout. Topics included: Surface pipe flood gates; Drainage into the Monona Harrison and if an additional pipe at that area would be beneficial; Increase in the capacity of the ditch as a result of the cleanout; The effect of the Onawa Outlet Agreements; Spoil bank height increase as a result of the cleanout; and the possibility of more than one contractor in order to speed up the cleanout process. It was moved by Fox, seconded by Phillips to direct ISG to do the necessary evaluations to determine if an additional 48î tube would be beneficial at the outlet of the McNeill into the Monona Harrison and an estimate of cost to install such tube. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion Carried. These topics will be discussed at the hearing as brought up by the landowners. A call was received in the drainage office on 7/1/2022 from Cindy K. Christensen (Ralph Christensen landowner) in regards to the bridge replacement on the Maple River Lateral 1 which has been previously discussed. She requested we contact one of our drainage district engineers to get an estimate of cost and time frame to determine what would be necessary to construct and replace the present bridge. The drainage office will make contact with Patrick Mouw, Veenstra & Kimm, on this matter. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve miscellaneous budget request from Loess Hills Hospitality Association for $100 upon completion of the Monona County and Provider Program Agreement. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve miscellaneous budget request from Loess Hills Alliance for $500 upon completion of the Monona County and Provider Program Agreement.
