MONONA COUNTY BOARD OF SUPERVISORS MEETING JULY 25, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, July 25, 2023, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present were Auditor Peggy A. Rolph and Wray Wright. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Wray Wright was in attendance to discuss what he found out about Master Matrix procedures. No action taken. Present along with the Supervisors and Auditor for the Elected Official / Director Meeting were Kelly Seward, Recorder; Don Thompson, Veteran Affairs Director; Abby Riesberg, Treasurer; Deleta Huffman, Secondary Roads Office Manager; Shawn Bellis, Secondary Roads Maintenance Superintendent; and Sharon Gries, Chief Deputy Assessor. Absent were Josh Schaben, Conservation Director; Jim Wigton, IT Director; Kevin Ewing, Sheriff; Ian McConeghey, County Attorney; Patrick Prorok, EMA Director; and Sandy Bubke, Zoning/Environmental Health Administrator. Activities were discussed and information was shared. Kelly Seward, Recorder, would like it noted that pertinent items on the agenda should be listed under a time and not under other business. Secondary Roads Office Manager Deleta Huffman and Shawn Bellis, Secondary Roads Maintenance Superintendent, were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the Maintenance Superintendent to oversee/approve payroll for Maintenance Shop Foreman, Secondary Roads Foremen, Assistant to Engineer, and Office Manager. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the Board Chairman to oversee/approve payroll for Maintenance Superintendent. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve I-29 detour route for Iowa DOT. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve internal posting for Operator II. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were changing the call tree to add Shawn Bellis, hauling rock, bill on the County Club Road, and announcing the Maintenance Superintendent in the newspaper. No action taken. Adam Hadden, Director of Public Health Burgess Health Center, was present to discuss purchasing a fleet car for Public Health use. The vehicle will be used for Learning for Life and Public Health staff only. Adam stated that the Public Health budget will not need to be increased to purchase the vehicle. Discussion followed with no action taken. Scott Kruse, WHKS Engineering, was present via zoom meeting to update the Board. The I-29 DOT detour on K-45 was discussed. Scott asked about reviewing the Secondary Roadís budget and will talk with Deleta next week. Shawn Bellis, Maintenance Superintendent, was introduced to Scott and phone numbers were exchanged. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. 2023-19 Setting Weed Commissionerís FY 24 Wages The Board of Supervisors desires to continue the annual salary for Weed Commissioner, Engineer, Shawn Bellis, Secondary Roads Maintenance Superintendent at $3,185.25 for Fiscal Year 2023-24.
