MONONA COUNTY BOARD OF SUPERVISORS MEETING FEBRUARY 7, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, February 7, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Randy Ping, Temporary Part-Time Custodian was present for the quotes for the UV lights. The quote from Data Power was for Plasma Air Auto Clean 1560 bipolar ionizers not to exceed $60,000 installed. The quote from VHF Sales is for enclosed forced-air UVC disinfection units for $29,050. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the quote from VHF Sales for the enclosed forced-air UVC disinfection units for $29,050. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve the Compensation Boardís recommendation of an 8% increase for the Board of Supervisors. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. SR 23-08 The Board of Supervisors consents to the recommendation of the County Engineer to hire Jesse Rayevich to fill the Full-time Operator II position at a Start rate of $20.68 per hour, with wages and benefits in accordance with the current Union Contract and County Policies. Permanent seniority will begin accruing upon successful completion of a background check, pre-employment physical and drug screening. Start date is February 21, 2023. SR 23-09 The Board of Supervisors consents to the recommendation of the County Engineer to hire Jason Britton to fill the Full-time Mechanic I position at a Start rate of $22.46 per hour, with wages and benefits in accordance with the current Union Contract and County Policies. Permanent seniority will begin accruing upon successful completion of a background check, pre-employment physical and drug screening. Start date is February 21, 2023. Rolph Monona County Auditor Discussion items were roads, sending out the graders earlier in the mornings, compensation time, and sharing equipment. No action was taken. Chris Beedle, Rick Watson, and Jackie Wessel from the Monona County Fair Board were present to request funding for FY2024 funding and update the Board on what the Fair Board has planned for the fair this year. They will have a carnival. To help with the cost of the carnival the Monona County Fair Board is requesting $25,000 for FY2024. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to acknowledge receipt of the Monona County Fair Boardís request for $25,000 FY2024 funding. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Jeff Pratt, Sheriff, Terri Pratt, and Sgt. Jeremy Bellis were present for personnel issue. Sheriff Pratt presented his resignation to the Board of Supervisors effective March 31, 2023. Discussion followed. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of Sheriff Pratt’s resignation letter effective March 31, 2023. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Auditor Rolph review various budget with the Board, no action needed. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the minutes of January 31, 2023 and February 1, 2023 as read. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Supervisor Phillips attended the EMA meeting; he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to re-appoint to the Monona County Safety Committee: Patrick Prorok, EMA Director; Abby Riesberg, Treasurer: Tom Brouillette, Supervisor; Peggy Rolph, Auditor; and Dustin Wallis, Secondary Roads Engineer. To appoint to the Monona County Safety Committee Becky Gangestad, Clerk of Court; Sharon Gries, Chief Deputy Assessor; Josh Schaben, Deputy Conservation Director; and Amanda Hinkel, Sheriffís Department. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried.
