MONONA COUNTY BOARD OF SUPERVISORS MEETING AUGUST 1, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, August 1, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Vince Phillips. Supervisor Absent: Tom Brouillette. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda with removing Bryan Phillips wage adjustment until Supervisor Brouillette is present. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman and Shawn Bellis, Secondary Roads Maintenance Superintendent were present for Secondary Roads business. Viv Novotny, Client Relations and Baylor Bestgen, PE Transportation Project Manager from JEO Consulting Group were present to review with the Board the services that JEO Consulting Group could provide to the County regarding engineering services, no action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of email from Katherine Hoeppner, Iowa DNR regarding cottonwood trees at Park Loop. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve cottonwood tree removal on Park Look Road by owner Sandy Anderson. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to table the equipment rental of the concrete grinder. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Supervisor Phillips introduced and moved to adopt the following Resolution, seconded by Supervisor Fox: RESOLUTION NO. SR 23-29 The Board of Supervisors consents to the recommendation of the County Engineer to transfer Andrew Blatchford to fill the Vacant Operator III position. Start date is August 02, 2023. Nays: None. Motion carried. Discussion items were spraying weeds, 7210 tractor, tubes, roadwork, and hauling rock, no action taken. The Monona County Board of Supervisors acting as Trustees for the McNeill Main Drainage District. It was moved by Phillips, seconded by Fox to approve the McNeill Intercounty Drainage District-Phase 1 Main Open Ditch Repairs Application for Partial Payment No. 3 in the amount of $65,721.69 to Hendrickson, LLC. Vote on motion: Ayes: Fox, and Phillips. Nays: None. Motion carried. It was moved by Fox, seconded by Phillips to approve the proposal cost drafted by ISG for GIS mapping for drainage. Funds for this will come from ARPA fund. Vote on motion: Ayes: Fox, and Phillips. Nays: None. Motion carried. Michelle Matney, and Regina Smith, NCARB with RML Architects, LLC were present to review the construction drawings for the window and door replacement and to review the project timelines with the Supervisors. Discussion followed, no action taken. Beau Hupke, Hoffman Agency, presented the renewal for the ICAP Insurance for Monona County. The renewal is for August 1, 2023 through August 1, 2024. There is approximately a 14 percent premium increase. Further review and discussion followed. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the minutes of July 25, 2023 as read. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve application for firework permit for Jason Halverson for Harvest Festival in Onawa. Vote on motion: Fox and Phillips.
