MONONA COUNTY BOARD OF SUPERVISORS MEETING APRIL 26, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, April 26, 2022 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: All Ayes. Motion carried. Present for the Covid-19 EMA / Burgess Public Health update was Patrick Prorok, EMA Director. Adam Hadden sent an email with the update. There were four cases in the month of April, 48 deaths, and the total vaccination rate for the county is 43.9%. Vaccines have slowed down. Family Medicine Clinic and Burgess Family Clinics (Mapleton, Sloan, and Whiting) now have the Moderna vaccine and can start scheduling people as of April 25, 2022. The last vaccine clinic will be held on May 11, 2022. Burgess Public Health will still hold some vaccine in case there is a homebound resident or inpatient needing the vaccine. No action was needed. Present along with the Supervisors and Auditor for the Elected Official / Director Meeting were Abby Riesberg, Treasurer; Don Thompson, Veteran Affairs; Dustin Wallis, Engineer; Ian McConeghey, Attorney; Patrick Prorok, EMA Director; and Sandy Bubke, Zoning/Environment Health. Absent were Doug Kuhlmann, Conservation Director; Jeff Pratt, Sheriff; Kelly Seward, Recorder; and Tim Peters, Assessor. Activities were discussed and information was shared. It was moved by Phillips, seconded by Brouillette to accept and approve the signed contract with Albers Excavating & Hauling LLC in the amount of $25,350.00 for work to be completed on the Maple River Lateral 1. Vote on motion: Ayes; Fox, Phillips and Brouillette. Nays: None. Motion carried. It was moved by Fox, seconded by Phillips to authorize the drainage office to send out the informational letter to the Maple River Lateral 1 Landowners. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. It was moved by Brouillette, seconded by Phillips to approve and adopt a new Monona County Board of Supervisors Tile Line Policy which will be effective April 26, 2022, and will serve as policy for all of the supervisor districts. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. It was moved by Fox, seconded by Brouillette to adopt a Resolution Levying Special Assessments on various Supervisor Drainage Districts. Vote on motion: Ayes: Brouillette, Fox and Phillips. Secondary Roads Engineer Dustin Wallis and Zach Schrader, Assistant to Engineer II were present for Secondary Roads business. Zach updated the Board that he is in the process of closing out two bridge projects. Discussion item was the Barge Road. No action was taken. John Danos, Dorsey & Whitney was present via phone for the TIF rebate program. Abby Riesberg, Treasurer was also present. Mr. Danos discussed with the group the steps and timeline needed to set up a TIF Rebate Program. Discussion on the general procedures followed. No action taken.
