MONONA COUNTY BOARD OF SUPERVISORS MEETING APRIL 12, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, April 12, 2022 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph and arriving at 9:17 a.m. was Tonia Copeland, Dunlap Recorder/Mapleton Press/Missouri Valley Times. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: All Ayes. Motion carried. Greg Wilde and Jennifer Goerndt, Samuels Group were present to offer their experience in planning, executing plans, design, architecture and construction of jails. They presented the counties they assisted in getting jail bonds passed. Sheriff Pratt was also present. Discussion followed with no action taken. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Discussion items were hauling rock, Barge Road, clearing trees, life cycle on equipment, and policy on jobs while on the job site. No action was needed. Present for the GPS tracking device decision were Dustin Wallis, Engineer and Tonia Copeland, Dunlap Recorder/Mapleton Press/Missouri Valley Times. Discussion items on the GPS tracking devices were whether or not they could detect rollover, excessive speed, and engine failures. Monona County has tracking devices on 12 motor graders and 15 plow trucks. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to table the decision on the GPS tracking until more information is provided. Vote on motion: All Ayes. Motion carried. It was moved by Fox, seconded by Brouillette, to adopt a Resolution Levying a Special Assessment in the Kennebec Drainage District. Vote on motion: Ayes: Brouillette, Fox and Phillips. Nays: None. Motion carried. Resolution on file in the Drainage Office. It was moved by Brouillette, seconded by Phillips, to adopt a Resolution Levying a Special Assessment in the Little Sioux Inter-County Drainage District. Vote on motion: Ayes: Brouillette, Fox and Phillips. Nays: None. Motion carried. Resolution on file in the Drainage Office. It was moved by Brouillette, seconded by Phillips, to adopt a Resolution Levying a Special Assessment in the McCandless Inter-County Drainage District, McCandless Lateral 6 Drainage District and the McCandless Lateral 9 Drainage District. Maple River Lateral 1 Drainage District: After last weekís site visit, Chairman Fox updated the supervisors on areas of concern and how these areas should be prioritized with the timeframe remaining before planting season. The engineers have finished staking the right-of-way. They were hoping to get permanent right-of-way posts put in before crop work begins but due to the delay in finishing the engineering work, this may not get accomplished this spring. A contractor will be contacted to do an estimate of costs for these areas of concern in order to determine the approach to take in completing the necessary repairs. An inquiry from Pat Kelly as tenant for Ralph Christensen asking for details on the process of removing an old wooden bridge and constructing a new crossing across the Maple River Lateral 1 in Section 11 was discussed. The supervisors determined these costs, including all future maintenance of the crossing, would all be at the landownerís expense, including the cost of a Drainage District Engineer to approve and oversee the process. A petition would need to be filed by the current landowner/landowners. B & W Spraying has added the Maple River Lateral 1 to their spraying 3-year rotation schedule which will begin in the spring of 2022. Barber Creek Drainage District: In response to the petition filed by Diana D. Swain on February 11, 2022 in the Barber Creek Drainage District contact has been made with County Engineer Wallis to remove and haul away the larger trees in the specified area within the next couple of weeks. Once the trees are removed, B&W Spraying will spray the entire Barber Creek ditch this spring and it will be added to the drainage district 3-year rotation schedule. Doug Kuhlmann, Conservation Director was present for authorization to hire a part-time seasonal employee. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to give Doug Kuhlmann, Conservation Director authorization to hire Janet Brinks as part-time seasonal employee. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the corrected minutes of March 29, 2022 as read. Vote on motion: All Ayes. Motion Carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the minutes of April 5, 2022 as read. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve claims. Vote on motion: All Ayes. Motion Carried. Supervisor Fox attended a zoom meeting held by UNI for economic development, he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve general ledger journal entry correction for Secondary Roads to correct accounts. Vote on motion: All Ayes. Motion carried. The IT position and job description were discussed; Auditor Rolph will send the job description to Jack Reed, INCS to be put into County format to be approved at a later date. No action was needed. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to authorize the Chairman's signature on miscellaneous funding letters. Vote on motion: All Ayes, Motion carried. Panic buttons were discussed, no action taken.
