City of Ute August 7, 2023 Mayor Hageman called the regular council meeting to order on Monday, August 7, 2023 at 7:00 pm in the Council Chambers, City Hall with the following council members present: Miller, Pithan, Leitz; Carlson present via conference call; absent: Gotto. Motion by Leitz second by Pithan to approve the agenda. All in favor, motion carried. Not to exceed $809,000 Water Revenue Capital Loan Notes 7:00pm – Mayor Hageman opened the Public Hearing on the Authorization of a Loan Agreement and the issuance of Notes to evidence the obligation of the City thereunder. Clerk stated no written objections were filed. No verbal objections were received from the public. Mayor Hageman closed the public hearing. Motion by Leitz second by Pithan to adopt Resolution 2023-24 – A RESOLUTION INSTITUTING PROCEEDINGS TO TAKE ADDITIONAL ACTION FOR THE AUTHORIZATION OF A LOAN AGREEMENT AND THE ISSUANCE OF NOT TO EXCEED $809,000 WATER REVENUE CAPITAL LOAN NOTES. Ayes: Pithan, Leitz, Miller, Carlson. Nays: none. Mayor declared the measure duly adopted. Motion by Miller second by Carlson to adopt Resolution 2023-25 – APPROVAL OF CONSTRUCTION CONTRACTS AND BONDS, GROUP A-MAGUIRE IRON. All in favor, motion carried. Motion by Carlson second by Pithan to adopt Resolution 2023-26 – APPROVAL OF CONSTRUCTION CONTRACTS AND BONDS, GROUP B-KING CONSTRUCTION. All in favor, motion carried. Don Bridgeman suggested introducing different species of trees to the park rather than treating 12 ash trees every 2 years due to emerald ash borer. He asked how many miles the current city truck had on it. Lonnie stated 37,000 miles and front end will need to be replaced if not traded in this year. Don stated he thinks instead of buying a new truck the city should check with MAC’S on cost for new front end as it would be cheaper than buying new. Building permits approved: Dana Brouillette-driveway; Derek Henschen-commercial building. Lonnie stated Karl’s Chevrolet quoted $25,805.60 for trading in the current city truck for a new 2024 Chevy 2500HD. It cost $6,008 to trade the last truck in 2019 because we received roughly $13,000 with state bid assist and this time it is only $2,400. Leitz said to check with MAC’S because they could probably get us a better deal. Lonnie said he tried but no one returned his calls. Motion by Leitz second by Pithan to table purchasing new truck until next meeting and Leitz will check with MAC’S on cost. All in favor, motion carried. Consent Agenda tabled until next meeting due to ongoing software and reporting issues. Clerk stated tech support coming tomorrow and Wednesday to get it figured out and fixed. Motion by Leitz second by Pithan to dispense with 2nd and 3rd readings and adopt ORDINANCE 225- TRUCK PARKING ORDINANCE. All in favor, motion carried. Sue Kelm and Michelle Carlson discussed City sponsoring an IEDA Rural Enrichment Grant for the Community Club to resurface the old tennis courts for a pickle ball court. Motion by Pithan second by Miller to approve sponsoring the grant. All in favor, motion carried. Library Board resignations were received from Linda Seieroe, Tanis Watke, Sue Bretthauer and Kim Creese. Michelle Carlson requested that the Mayor appoint Cassie Christopherson and Whitney Gustin to the library board. She is working on finding 2 more members to fill the vacant seats. Motion by Leitz second by Carlson to approve contracting 2,300 gallons propane with New Coop for firestation and city hall winter season. All in favor, motion carried. Motion by Pithan second by Miller to approve the Employee Handbook with changes requested by Pithan. All in favor, motion carried. General Election Tuesday, November 7, 2023 from 7am-8pm at City Hall. Next regular meeting set for Monday, September 11, 2023, 7:00 pm at City Hall. Motion by Leitz second by Miller to adjourn.
