City of Ricketts Public Notice Antidegradation Alternatives Analysis for the City of Ricketts, Iowa Notice Date: November 7, 2024 Notice is hereby given that the City of Ricketts, Iowa has completed a draft antidegradation alternatives analysis for discharge of treated wastewater to the Middle Soldier River, a tributary of the East Soldier River, which is a tributary of the Soldier River. The action being considered is construction of a three cell controlled discharge lagoon. The proposal is to replace the existing IMHOFF tank and sand filter with a three cell controlled discharge lagoon. All associated flow measurement devices, flow splitters, manholes, valves, and piping will be upgraded to meet current Iowa DNR standards. The Middle Soldier River is protected for Class A2 secondary contact recreational and Class B(WW-2) warm water beneficial uses. The Soldier River is protected for Class A1 primary contact recreational, Class B(WW-1) warm water beneficial uses, and HH fish harvested for human consumption. Anyone wishing to comment on the proposed treatment alternative must do so in writing within 30 days of the date shown at the top of this notice.
