City of Mapleton Minutes - Regular Council Meeting July 13, 2022 The regular meeting of the city council was held on July 13, 2022 at 5:30 p.m. Roll call was taken with the following members present, Mayor Brent Streck, Joe Hogan, Benita Uhl, Angie Sass, Abby Koenigs and Ronnie Smith. Pledge of Allegiance was recited. Motion by Joe Hogan, second by Ronnie Smith to approve minutes from the previous meetings. Ayes: All. Motion carried. Motion by Ronnie Smith, second by Joe Hogan to approve the order of the agenda. Ayes: All. Motion carried. Motion by Joe Hogan, second by Angie Sass to approve amending the agenda to include emergency purchase of a trash pump. Ayes: All. Motion carried. Motion by Joe Hogan, second by Angie Sass to approve purchase of a pump used for water main breaks at a cost of $1,824.61. Ayes: All. Motion carried. Motion by Benita Uhl, second by Ronnie Smith to approve a development agreement between GLD, LLC and the City of Mapleton regarding an upper story living grant at 412 Main Street. Ayes: All. Motion carried. Motion by Abby Koenigs, second by Joe Hogan to approve signing the upper story living grant between the City of Mapleton and the Iowa Economic Development Authority for the property at 412 Main Street. Ayes: All. Motion carried. Motion by Benita Uhl, second by Joe Hogan to approve the adoption of the new gas Operations and Maintenance Plan. Ayes: All. Motion carried. Motion by Joe Hogan, second by Benita Uhl to approve renewal of City of Mapleton’s liquor license. Ayes: All. Motion carried. Motion by Angie Sass, second by Abby Koenigs to approve renewal of Dollar General’s liquor license. Ayes: All. Motion carried. Motion by Angie Sass, second by Joe Hogan to approve use of the walking trail for Her Women’s Health Center to hold a run/walk at the city’s walking trail on September 17. Ayes: All. Motion carried. Motion by Joe Hogan, second by Ronnie Smith to approve the proposed Memorandum of Understanding between Burgess Health Center and the City of Mapleton for use of the community center in Mapleton for emergency situations with the addition that the agreement can be terminated by either party with a 90 day notice. Ayes: All. Motion carried. Motion by Joe Hogan, second by Ronnie Smith to approve passage of Resolution 2022-15 Approving and Authorizing a Form of Loan Agreement and Authorizing and Providing for the Issuance of $532,000 Taxable General Obligation Capital Loan Notes, Series 2022A, and Levying A Tax to Pay Said Notes. Ayes: Joe Hogan, Angie Sass, Abby Koenigs, Benita Uhl and Ronnie Smith. Motion carried. Motion by Abby Koenigs, second by Ronnie Smith to approve setting public hearing and moving forward with the sale of .59 acres of property to Leo Erlemeier that joins his property at a cost of $500.00 with Leo paying all costs. Ayes: All. Motion carried. Motion by Joe Hogan second by Benita Uhl to approve payment of the bills as presented. Ayes: All. Motion carried.
