Charter Oak City Council Minutes May 2, 2022 The Charter Oak City Council met in regular session on May 2, 2022. Mayor Randy Ulmer called the meeting to order at 7:00 p.m. Members present: Ben Heyne, Russ Maack, and Peggy Staley. Absent: Jim Wilcox. One vacancy. Guests present were Kathy Rubach, Bob Selig, Troy Davis, and Alec Castillo. Motion Staley/Heyne to approve the agenda. All ayes. Motion carried. Motion Maack/Heyne to approve April 4 & April 11 minutes. All ayes. Motion carried. Public forum: Kathy Rubach addressed the council about the sinking sidewalk in front of her property on Main Street. Motion Heyne/Staley to approve Resolution No. 05-02-2022, Appointing One Council Member for the City of Charter Oak. All Ayes. Motion carried. 1 Vacancy. Council appointed Alec Castillo. No fire or police reports. Bob Selig reported that the pool has been drained, and leaks are being detected and repaired. Motion Staley/Heyne to hire Annamarie Mallory, Kennedy Goslar, Abbey Meseck, Koltin Linkenhoker, and Logan Miller as lifeguards for the 2022 pool season. New lifeguards will be paid $10/hour with returning guards paid $10.50/hour. All ayes. Motion carried. Motion Heyne/Maack to pay $75 each for Ashley Mohr and council member Staley to attend a nuisance abatement conference in Ankeny on May 18. Ayes: Maack, Heyne, Castillo. Abstain: Staley. Motion carried. Motion Staley/Heyne to waive the utility billing late payment fee for governmental agencies only. All ayes. Motion carried. The city clerk was directed by council to send a notice to abate nuisance to the owner of lot B, lot 2 outlot on Highway 141. Council discussed purchase, lease, or rental of a skid loader for various uses. Motion Heyne/Maack to paint the bathrooms at city park and make repairs to the roof. All ayes. Motion carried. Motion Staley/Heyne to provide paper shredding services at no cost to city residents as an extension of citywide clean-up. Two bins will sit in city hall beginning on May 10 until filled to capacity. All ayes. Motion carried. Motion Heyne/Maack to approve hiring Midwest Construction for concrete repairs for fire station, pool, and a city storm drain. All ayes. Motion carried. Council discussed increasing the fee for late payment of utility bills, agreeing on $20 as the new fee effective upon adoption of a new utility rate ordinance. Troy Davis gave the council an update on e coli testing at the lagoons and possible spring discharge. Motion Maack/Staley to pay mileage to Troy Davis for taking water samples to the testing lab but would like him to pick up shipping materials to reduce postage costs. All ayes. Motion carried. Council discussed the process for choosing alternates for the pending update of the code of ordinances and enforcement options. Council reviewed and discussed the six-month performance reviews of Bob Selig and Ashley Mohr. Motion Staley/Heyne to approve a $1/hour pay increase for Mr. Selig. All ayes. Motion carried. Motion Heyne/Maack to approve a $1/hour pay increase for Ashley Mohr. All ayes. Motion carried. Motion Heyne/Staley to approve bills. All ayes. Motion carried.
