Charter Oak City Council Meeting Minutes September 5, 2023 The Charter Oak City Council met in regular session on September 5, 2023. Mayor Randy Ulmer called the meeting to order at 7:00 pm. Members present were Peggy Staley, Ben Heyne and Alec Castillo. Members Jim Wilcox and Russ Maack arrived at 7:02 pm. Others in attendance were Ashley Mohr, Bob Selig, Troy Davis, Nancy Rosburg, Jake Hopp, Tracy Helmhold and Zach Loftus. Motion Castillo/Heyne to approve the agenda. All ayes. Motion carried. Motion Heyne/Castillo to approve August 7, 2023 meeting minutes. All ayes. Motion carried. Public Forum: Tracy Helmhold addressed the council about putting a 12x24 portable shed on his property. Nancy Rosburg asked about putting address numbers on the front of City Hall for the library. Department Reports: Maintenance: Bob Selig reported he was working on getting the new swing up in the park and light pole up in front of city hall. Fire: Assistant Fire Chief Jake Hopp reported 4 EMS calls and 2 fire calls. Air compressor that is used to refill their air tanks is not working. Water: Operator Troy Davis reported he is working on obtaining the paperwork for dredging the lagoons. Council discussed getting a new refrigerator for the pool and looking into the pool leaks this fall. No action taken. Council discussed lagoon dredging with operator Troy Davis during the department reports. No action taken. Motion Heyne/Staley to send the clerk and deputy clerk to the Fall IMFOA conference October 18th, 19th and 20th and attend online MPI courses in October. All ayes, Motion carried. Motion Heyne/Castillo to hire Craig Warnock for part-time maintenance at $20.00/hour. All ayes. Motion carried. Council discussed doing a free trial of Upkeep Maintenance Software. No action taken. Council discussed finding housing for all city vehicles and equipment. No action taken. Council discussed upgrading current security system. No action taken. Council discussed what else needs to be done to get the city tree dump site opened. No action taken. Motion Heyne/Maack to table tire purchase and get more bids for city truck and dump truck. All ayes. Motion carried. Motion Heyne/Wilcox to accept Klink’s Dozing bid for repairing 7’x28’ concrete patch on Main Street for $2,000.00. All ayes. Motion carried. Motion Castillo/Maack to table storm drain repair at First/Birch until we have more bids. All ayes. Motion carried. Motion Staley/Wilcox to approve $16.00/hour for deputy clerk, Lindsey Schnoor.
