Charter Oak City Council Meeting Minutes August 7, 2023 The Charter Oak City Council met in regular session on August 7, 2023. Mayor Randy Ulmer called the meeting to order at 7:00 pm. Members present were Peggy Staley, Ben Heyne, Russ Maack and Alec Castillo. Members absent were Jim Wilcox. Others present were Ashley Mohr, Lindsey Schnoor, Bob Selig, Jake Hopp, Nancy Rosburg, Tracy Helmhold, Don Friedrichs, Kim Hoffmeier and Jessi Jepsen. Motion Heyne/Castillo to approve the agenda. All ayes. Motion carried. Motion Staley/Maack to approve July 6, 2023 minutes. All ayes. Motion carried. Public Forum: Kim Hoffmeier addressed the council regarding discolored water issues. Don Friedrichs wanted an update on 1st St and alley maintenance. Nancy Rosburg provided council with a library update regarding a grant, 141 garage sales and directors meeting on Sept 12, 2023. Tracy Helmhold asked council if there is a way to document all the repairs to water/sewer mains. Alec Castillo provided council with a verbal proposal regarding city-owned lots on Main Street. Department Reports: Assistant Fire Chief Jake Hopp reported one EMS call to Ricketts, one roll-over accident, one cattle barn fire. Also reported the three DNR trucks were returned to DNR. Pool Manager Jessi Jepsen reported the pool inspector had recently been to the pool, went over the report and shared some possible repairs needed for next pool season. Maintenance Bob Selig reported a mechanical issue at the pool and the need to close until further notice, and continuing to work on work orders. Motion Staley/Heyne to approve final reading of Ordinance No. 196-23, Amending Provisions Pertaining to Mayor Compensation. The salary of the Mayor shall be $1200.00 per year, payable bi-annually, plus $45.00 per council meeting attended. Ayes: Staley, Heyne, Maack, Castillo. Nayes: none. Absent Wilcox. Motion carried. Motion Staley/Heyne to waive the charges for curb stop repair at 103 Cedar, but the city will not pay for the tree removal. A letter will be sent to the homeowner. All ayes. Motion carried. Council discussed sending maintenance man to water/wastewater classes this fall. No action taken. Council discussed an update on the bid progress with the hail damage from April 16, 2023 storm. No action taken. Motion Staley/Heyne to approve a change order for $4200.00 to our water tower repair/maintenance for a new ladder gate. All ayes. Motion carried. Motion Staley/Heyne to approve a bid from Klink’s Dozing for $900.00 to place concrete pads under park benches in the arboretum and pour a concrete foundation for a new light post in front of city hall. Motion Staley/Heyne to approve a bid from Neddermeyer Construction to repair 1st and 2nd Streets and alley between. All ayes. Motion carried. Motion Staley/Heyne to approve a liquor license extension from the Community Club to include the bar/restaurant. All ayes. Motion carried. Motion Heyne/Staley to approve mentoring from Janon Douglas for next year’s budget with a cap of $1000.00. All ayes. Motion carried. Motion Heyne/Staley to approve up to $1600.00 for a new set of tires for the plow truck. All ayes. Motion carried. Council discussed update on street sweeper purchase from the City of Alta. Mark Goslar is going to pick it up later this week. No actions taken. Council discussed shelter house painting/cleaning/playground equipment installation. No actions taken. Motion Heyne/Castillo to approve four building permits. A 6ft privacy fence for 257 3rd St; 6 ft privacy fence for 116 Birch; removal of sidewalk/build retaining wall next to sidewalk on house side at 17 Cedar; adding on attached garage to existing house on East side at 227 Main St. All ayes.
