REQUEST FOR PROPOSALS TO ADMINISTER A FEDERAL GRANT Monona County, Iowa is seeking proposals for federal grant administration services to assist the County with a project funded with Port Infrastructure Development Program (PIDP) funds through the U. S., Department of Transportation Maritime Administration (MARAD). The County was awarded $10,262,240 in federal funds to assist a subrecipient with the construction of a commodity storage warehouse and make upgrades to commodity receiving and handling equipment at the Port of Blencoe. The selected contractor will work with the County to ensure compliance with PIDP program requirements. Activities will include but are not limited to project reporting, assistance with draws, environmental assessments, contract review, Davis-Bacon compliance, and other federal compliance activities. Award documents are available by contacting the named person below. Proposals to the County should include the minimum information: Experience administering federal awards, including experience monitoring subrecipients and any instances where the proposer has been found to be out of compliance by the federal funding agency or has been removed as a contractor from any job; Experience administering grants funded through the US DOT; Description of organizational capacity to complete all necessary grant administration activities including the names and experience of specific staff members to be assigned to the County’s project; References from previous clients of related work within the past five years; Cost of services; and, Whether or not the proposer is a Disadvantaged Business Enterprise.
