MONONA COUNTY BOARD OF SUPERVISORS MEETING SEPTEMBER 27, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, September 27, 2022, in the boardroom of the courthouse in Onawa, Monona County, Iowa, with Chairman Fox presiding. Other, Supervisors present: Vince Phillips and Tom Brouillette arriving at 8:35 a.m. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Present for the Covid-19 Burgess Public Health update were Patrick Prorok, EMA Director, and via phone Adam Hadden, Monona County Public Health. There were 60 cases in the month of September. There has been a total of 51 deaths. Monona County is in a medium transmission rate. Discussion followed. No action was needed Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: All Ayes. Motion carried. Don Thompson, Veteran Affairs Director, was present to inform the Board of Supervisors that one of his Commissioners will be stepping down from the Veteranís Affairs Commission. Discussion followed with no action taken. Present along with the Supervisors and Auditor for the Elected Official / Director Meeting were Abby Riesberg, Treasurer; Don Thompson, Veteran Affairs; Doug Kuhlmann, Conservation Director; Dustin Wallis, Engineer; Jeff Pratt, Sheriff; Jim Wigton, IT Director; Ian McConeghey, Attorney; Patrick Prorok, EMA Director; and Sandy Bubke, Zoning and Environmental Health Director. Absent were Kelly Seward, Recorder, and Tim Peters, Assessor. Activities were discussed and information was shared. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve Hungry Canyons Agreement for 220th Street Culvert BROS-SWAP-C067(91)óFE-67. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to award the FY2023 propane contract to New Coop. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to acknowledge receipt of Chuck Ferrisís retirement letter. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve the internal/external posting of the Area Road Foreman position. Vote on motion: All Ayes. Motion carried. Present for tree removal compliant were Dale Engelke and Jenn Engelke. Dale voiced his concerns on the tree removal that was done on his property. Discussion followed, no action taken. Discussion items were patching roads, an overall shop position, mechanics, tree removal, and spraying. No action was taken. Sharon Gries, Chief Deputy Assessor, presented and validated the Homestead and Military applications to the Board of Supervisors. No action was taken. Sharon requested a refund for an erroneous tax that was paid on parcel SCCU 8442-27-4-99-001. The building on leased land parcel should have gone to inactive when the land owner split off and sold 1.72 acres to New Coop in 2019 creating a new parcel number. This error resulted in New Coop receiving double tax statements for 2019 and 2020. According to Iowa Code Section 445.60, Refunding erroneous tax ìthe Board of Supervisors shall direct the County Treasurer to refund to the tax payer any tax or portion of a tax found to have been erroneously or illegally paid with all interest, fees, and costs actually paid. A refund shall not be ordered or made unless a claim for refund is presented to the Board within two years of the date the tax was due, or if applied to the Board of Review, the property assessment appeal board, or district court, within two years of the final decision.î According to Iowa Code Section 445.60, New Coop would have to request a refund. No action was taken. Sharon requested to correct an error in a dwelling assessment and resend tax statements for FY 2022-2023. When the land was split, the dwelling value was added to the wrong parcel. It was added to parcel WFWW 8545.12-1-75-003 owned by R & D Rental, LLC. It should have been added to parcel WFWW 8545-12-1-75-002 owned by Monona Land Restoration, LLC. This error resulted in the wrong owner being taxed. Discussion followed. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the Treasurer to correct tax statements and to send corrected tax statements to R & D Rental, LLC, and Monona Land Restoration, LLC. Supervisor Brouillette attended the Southwest Iowa Region Mental Health & Disability Services meeting; he shared the information presented. Supervisor Fox attended the Monona County Board of Health meeting; he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve Sheriff’s Department wage change forms for Lee Kirkpatrick, Josh Perlinger, Christian Rodriguez, Braiden Tank, and Matt Thiele for one year of service. They will be going from $27.69 per hour to $29.15 per hour plus a step II increase of $.20 per hour per union contract. Vote on motion: All Ayes. Motion carried. Changing the Courthouse pop machine to cans was discussed with no action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to authorize the Chairman’s signature on letter to Custer County Auditorís Office regarding autopsy. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to acknowledge receipt of the Sheriffís report of fees collected for August 2022. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairman’s signature on service agreement with Maximus US Service, Inc. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to authorize the Chairman’s signature on letters to IT candidates. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to table the server quote until more research is done. Vote on motion: All Ayes.
