MONONA COUNTY BOARD OF SUPERVISORS MEETING OCTOBER 4, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, October 4, 2022 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: All Ayes. Motion carried. Abby Riesberg, Treasurer presented the 28E Agreement with Iowa DOT to the Supervisors. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to authorize the Chairmanís signature on 28E Agreement with Iowa DOT. Vote on motion: All Ayes. Motion carried. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve pay estimate #8 RC-C067(088)ó9A-67 (semi-final payment). Vote on motion: All Ayes. Motion carried. Discussion items were helping Conservation with Grayís Landing, road patching, working on employee reviews, hauling and stock piling rock, GPS upgrade, and a list of life cycle on equipment. No action taken. Present for Resolution 2022-34 were Sharon Gries, Chief Deputy Assessor and Abby Riesberg, Treasurer. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Brouillette: RESOLUTION 2022-34 RESOLUTION FOR ABATEMENT OF CERTAIN PROPERTY TAXES WHEREAS, the Monona County Board of Supervisors has been advised by the Monona County Assessor that a correction, due to an error in assessment, is needed and WHEREAS, the administration in accordance with Chapter 443.19 states that no failure of the owner to have such property assessed or to have the errors in the assessment corrected, the County Assessor has asked the Board to abate the taxes by resolution. BE IT HEREBY RESOLVED per Iowa Code 427.10 that the 2021 taxes to be collected in 2022 - 2023 totaling $1,096. concerning parcel SCCU #8442-27-4-99-001 are hereby abated. Supervisor Phillips introduced and moved for adoption the following Resolution, seconded by Supervisor Brouillette: RESOLUTION 2022-35 RESOLUTION FOR ABATEMENT AND REFUND OF CERTAIN PROPERTY TAXES WHEREAS, the Monona County Board of Supervisors has been advised by the Monona County Assessor that a correction, due to an error in assessment, is needed and WHEREAS, the administration in accordance with Chapter 443.19 states that no failure of the owner to have such property assessed or to have the errors in the assessment corrected, the County Assessor has asked the Board to abate the taxes by resolution. WHEREAS, per Iowa Code 445.60 Refunding erroneous tax state that a refund shall not be ordered or made unless a claim for refund is presented to the Board of Supervisors. Such claim has been presented to the Board of Supervisors. BE IT HEREBY RESOLVED per Iowa Code 427.10 that 2019 taxes to be collected in 2020 - 2021 totaling $1,128 and 2020 taxes to be collected in 2021-2022 for $1,144 concerning parcel SCCU #8442-27-4-99-001 are hereby refunded and credited to parcel SCCU #8442-27-4-00-007. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve claims. Vote on motion: All Ayes. Motion Carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to acknowledge receipt of manure management annual update for Lyle L. Ernst facility #58309. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to acknowledge receipt of Custodian Brad Poole’s resignation text. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to give authorization to advertise for custodian position. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to acknowledge receipt of letter from NEW Coop. Vote on motion: All Ayes. Motion carried. The credit card policy was discussed.
