MONONA COUNTY BOARD OF SUPERVISORS MEETING OCTOBER 18, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, October 18, 2022 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda. Vote on motion: All Ayes. Motion carried. Present for public comment were Tim Peters, Assessor; Sharon Gries, Chief Deputy Assessor; Terri Pratt, Assistant to Assessor; Cassie Faith, Project Manager; and Terry Watson, Field Appraiser. Tim presented the discrepancies between real estate and mobile homes. Discussion followed no action taken. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve rental of long reach excavator for $10,800 for one month. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve miscellaneous utility permit for Western Iowa Power Cooperative for a three phase 4/0 primary underground cable replacing existing overhead line on south side of 150th Street. Starting at the Maple River and going west for 1900 feet on 150th Street. Will be plowing cable at a minimum of 48 inches deep in Maple Township (85N) (43W) section 34 in Monona County. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve miscellaneous utility permit for Western Iowa Power Cooperative for a three phase 4/0 primary underground cable replacing existing three phase overhead line. Starting at the corner of 180th Street and L12 going north on L12 to Nutmeg Avenue staying on Nutmeg Avenue until road turns to Oak Avenue then continuing north. When Oak Avenue meets 133rd Street will turn and go east on 133rd then along E16 until connecting to existing underground. This project runs for 7 miles in Kennebec Township (84N) (44W) Section 04, 06, 07, and 08 and in Grant Township (85N) (44W) Sections 22, 23, 27, 28, and 33 all in Monona County. Vote on motion: All Ayes. Motion carried. Discussion items were Cedar Avenue, packer for roads, and grading roads. No action taken. Spencer Pech with ISG prepared a notification letter to send out to the McNeill Main traversed landowners involved in Phase 1 of the McNeill Drainage District Repair Project. After review the supervisors directed the drainage office to go ahead with the mailing. Contractor Steve Mauch (Mauch Construction) has returned to finish the cleanout project and removal of trees on Oliver Lake Lat 8. Petitioner Camson LLC has agreed to allowing the trees to be buried on his property along the ditch. Mauch reported to Chairman Fox that there are additional problems including excessive weed growth and the need to reshape the ditch to achieve fall. The supervisors agreed this work should be done in order to maintain the ditch and will get an estimate of cost from Mauch as he proceeds to evaluate the maintenance needed. Albers will begin the fall phase of work on the Maple River Lateral 1 project next week. The supervisors agree that he should wait until spring 2023 to do the seeding. A notice will be published in the Grapevine regarding maintenance issues resulting from 2022 wind events on the supervisor managed drainage ditches. Randy Ping was present for the temporary custodian position. Since Randy retired from the courthouse and knows the building the Board discussed with him that they would like him to document and record where all the shut off valves are. Inventory tools, ground keeping and minor maintenance until we get a full time custodian hired. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to hire Randy Ping as temporary part time custodian until a full time person is hired. Randy will report to the Board of Supervisors and his rate of pay will be $25 per hour with no benefits. Vote on motion: All Ayes. Motion carried. Josh Schaben, Conservation Deputy Director was present in place of Doug Kuhlmann, Conservation Director. Lisa Jones, Drainage Deputy; Shannon McDonald, Drainage Clerk; and Dustin Wallis, Engineer were also present. A long reach excavator has been rented to work on Gray’s Landing. Conservation will be working with Secondary Roads on digging out and finishing the banks of Grayís Landing. Discussion followed with no action needed. The McDonald Pit Agreement with Hallett was discussed, no action was taken at this time. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the minutes of October 11, 2022 as read. Vote on motion: All Ayes. Motion Carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve claims. Vote on motion: All Ayes. Motion Carried. Supervisor Fox attended the Conservation Board Meeting; he shared the information presented. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to appoint Mark Witzel to the Veteran Affairs Commission. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of Manure Management Annual Update for Jason or Lana Boyle Facility #59953. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to acknowledge receipt of letter from ISAC asking for a voluntary contribution for procedures and standards for minimizing soil compaction on agricultural lands during utility construction on wet soils. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to acknowledge receipt of Sheriff’s report of fees collected for September 2022. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor, seconded by Supervisor to change the Board of Supervisors meeting date from Tuesday, November 8th to Thursday, November 10th at 8:30 a.m. Vote on motion: All Ayes. Motion carried. The credit card umbrella amount was discussed. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to table raising the credit card umbrella. Vote on motion: All Ayes.
