MONONA COUNTY BOARD OF SUPERVISORS MEETING OCTOBER 11, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, October 11, 2022 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette. Supervisor Absent: Vince Phillips. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve the agenda. Vote on motion: All Ayes. Motion carried. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: HOMESTEAD & MILITARY RESOLUTION NO. 2022-36 WHEREAS, it is the duty of the Board of Supervisors to allow or disallow claims filed each year for homestead credit and military service tax exemption, and, NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors, with authority granted by Section 331.401 (f) of the Iowa Code, do hereby approve or disapprove allowance of homestead and military exemption claims filed in 2022 as recommended by the County Assessor. Rolph Monona County Auditor Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Discussion items were Gray’s Landing, tree cutting, blading roads, safety equipment, Cedar Avenue, equipment, and spraying weeds. No action was taken. Spencer Pech with ISG prepared an updated timeline on October 7, 2022 on the McNeill Drainage District repair project. The update is attached hereto with the minutes. The supervisors would like ISG to notify traversed landowners this fall regarding 2023 construction and prepare a notification letter and mailing list for the drainage office to send out within the next couple of weeks. A concern was raised regarding weed control if the landowners choose to not plant the Phase 1 area. A motion was made by Fox, seconded by Brouillette to instruct ISG to add ìweed controlî to the construction contract with the understanding that this could add some cost due to the large area for the contractor to control weeds throughout the summer. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the minutes of October 4, 2022 as read. Vote on motion: All Ayes. Motion Carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve claims. Vote on motion: All Ayes. Motion Carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to appoint Trevor Miller as Lincoln Township Trustee. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to acknowledge receipt of Zoning/Environmental Health Quarterly report for July-September 2022. Vote on motion: All Ayes. Motion carried. Ian McConeghey, County Attorney was present for the discussion on replying to the letter to New Coop’s Attorney. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize Ian McConeghey, County Attorney to send the letter he drafted to New Coop’s Attorney. Vote on motion: All Ayes. Motion carried. The Smith’s request for tax relief was discussion, no action taken. It was moved by Supervisor Brouillette, seconded by Supervisor Fox to hereby adjourn at the hour of 11:25 a.m. o’clock. Vote on motion: All Ayes.
