MONONA COUNTY BOARD OF SUPERVISORS MEETING MAY 30, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, May 30, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Present along with the Supervisors and Auditor for the Elected Official / Director Meeting were Sharon Gries, Chief Deputy Assessor; Sandy Bubke, Zoning/Environmental Health Administrator; Patrick Prorok, EMA Director; Kevin Ewing, Sheriff; Jim Wigton, IT Director; Don Thompson, Veteran Affairs Director; and Abby Riesberg, Treasurer. Absent were Doug Kuhlmann, Conservation Director; Kelly Seward, Recorder; and Ian McConeghey, County Attorney. Activities were discussed and information was shared. The Chairman address the cooling system, tracking work hours correctly, attaching packing slips to claims, public purpose of purchasing items, the procurement policy, and physical changes to offices need to be Board approved before they are started. Secondary Roads Office Manager Deleta Huffman; Zach Schrader, Assistant to Engineer II; Tyler Wessling Assistant to Engineer I; Reggie Wessling, Inventory Parts Manager; David Brown, Foreman; and Jerry Means were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to table approval of public notice irrigation on county roads until more information is presented. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. An Excavator order change was discussed, it was determined that what was ordered will work. Jerry Means was present on behalf of Betty Kuhlman to discuss a driveway that was taken out that led to a pasture that he rents from Betty. He also asked about a ditch that was very steep he would like to see it re-graded. Discussion on both items followed, no action taken. Other discussion items were the pay voucher process the pay vouchers will be reviewed by Dustin Wallis, Consulting Engineer for approval before they are presented to the Board of Supervisors for their approval. The Maintenance Shop Foreman position was not discussed. Deleta will be out of the office when the salt and fuel bids are due, she will place a sign on the door to turn them into the Auditor’s Office. The payroll second approval for the Office Manager, Assistant to Engineer will be approved by the Chairman. The internal applications for the Area Road Foremen and the Maintenance Superintendent were reviewed. David Brown, Foreman updated the Board on the McNeill tube project, no action was taken. A zoom meeting was scheduled with John Torbert, IDDA Executive Director, for an overall review of drainage procedures. Kevin Ewing, Sheriff was present to hire full-time jailer, approval to hire part-time jailer/dispatcher, bids to move dispatch upstairs, bid on interior holding cell door and exterior jail door, and open bids on skid loader bids. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve Sheriff Ewing to hire Melissa Watson as a full-time jailer at the rate of $15.21 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve Sheriff Ewing to hire Chelsey Emmart as part-time jailer/dispatcher at the rate of 13.60 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve bid to move dispatch from the basement of the LEC to the main floor of the LEC not to exceed $30,000 using ARPA funds. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the bid from Port Neal Welding Company, Inc to fix the interior holding cell door and exterior jail door not to exceed $5,800 using ARPA funds. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Skid load bids were as followed Ben Martian $30,000, Brandon Albers $18,000, Zachary Hummel $20,100, Nic Hunt $12,550, Allen Yanke $20,501, and Pat Costello $5,900. A bid tab will be made and reviewed on Tuesday, June 6th, no action taken. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the minutes of May 23, 2023 as read. Supervisor Fox attended the Monona County Conservation meeting, he shared the information presented. Kelly Parsley, Deputy Auditor was present to review the short-term disability quote. The quote was discussed, no action was taken. Auditor Rolph presented the quote from US Imaging, Inc to scan the Auditor’s Documents. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to table the quote from US Imaging, Inc. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried.
