MONONA COUNTY BOARD OF SUPERVISORS MEETING MAY 23, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, May 23, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff presented the bids on the four doors to the Supervisors. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve bid from Electronic Engineering in the amount of $8,281.41 for the four doors using ARPA funds. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Abby Riesberg, Treasurer was present for Resolution 2023-12 Resolution for abatement of certain property taxes. Supervisor Phillips introduced and moved for adoption the following Resolution, seconded by Supervisor Brouillette: RESOLUTION 2023 - 12 RESOLUTION FOR ABATEMENT OF CERTAIN PROPERTY TAXES WHEREAS, the Monona County Board of Supervisors has been advised by the Monona County Treasurer that a parcel which is exempt from taxes ONWM #8345-05-3-25-023, owned by Monona County, has delinquent tax for 2021 in the amount of $7,008.00 plus $529.00 interest and penalty which is payable 2022-2023. WHEREAS, the administration in accordance with Chapter 427.3 is impractical to collect, the County Treasurer has asked the Board to abate these taxes by resolution. BE IT HEREBY RESOLVED that the past and current year tax concerning ONWM #8345-05-3-25-023 are hereby abated. Passed and approved this 23rd day of May 2023. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to table pay estimate #1 STBG-SWAP-C067 (92)óFG-67 (E16 Improvements) until Dustin Wallis, Consultant Engineer can review the documents. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve pay estimate #1 STBG-SWAP-C067 (92)óFG-67 (E16 Improvements) with the approval of payment from Dustin Wallis, Consultant Engineer. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve miscellaneous utility permit for Mid-American Energy for an underground 480/277V, three phase secondary service for pivot irrigator at 27424 County Highway K-45. Work includes boring 4î conduit and cable under highway. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve miscellaneous utility permit for Mid-American Energy to bore in new 4î conduit with 4/0 quad secondary service wire to feed new irrigation pivot. Crew will install new three can overhead transformer bank on pole on County Highway K-45 º mile south from 270th Street. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were Assistant to Engineer wages, the Shop Foreman position, and bridge by Turin. No action taken. Peggy Rolph, Auditor is requesting authorization to advertise for Drainage Position. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to give Auditor Rolph authorization to advertise for Drainage Position. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Kelly Seward, Recorder was present to get approval to proceed with the project with US Imaging on scanning using ARPA funds. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize Kelly Seward, Recorder to proceed with the scanning project with US Imaging using ARPA funds. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Jim Wigton, IT Director; Kevin Ewing, Sheriff; Randy Ping, Temporary Part-Time Custodian; Regina Smith, Architect; Michelle Matney, Project Manager; and Josh Newman, Intern were present from RML Architects to review plans for the window and door project. The project was discussed, no action was taken. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the minutes of May 16, 2023 as read. Motion carried. Kelly Parsley, Deputy Auditor was present to review the short-term disability quote with the Supervisors. The short term disability quote was discussed, no action was taken.
