MONONA COUNTY BOARD OF SUPERVISORS MEETING MAY 17, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. oíclock on Tuesday, May 17, 2022 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Vince Phillips and Tom Brouillette arriving at 8:40 a.m. Supervisor Absent: None. Also present were Auditor Peggy A. Rolph and Tonia Copeland, The Dunlap Reporter & Missouri Valley Times arriving at 9:30 a.m. and leaving at 11:10 a.m. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: All Ayes. Motion carried. Secondary Roads Assistant to the Engineer II Zach Schrader was present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve pay estimate #4 RC-C067(088)-9A-67 Barge Road. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve pay estimate #8 final BRS-SWAP-C067(90)óFF-67. Vote on motion: All Ayes. Motion carried. Discussion items were the Barge Road and fuel costs no action was needed. Supervisor Brouillette introduced and moved for adoption the following Resolution, seconded by Supervisor Fox: RESOLUTION 2022-15 Resolution Establishing TIF Incentive Policy WHEREAS, Monona County (the 'County'), State of Iowa has previously established the Monona County Urban Renewal Area (the 'Urban Renewal Area') and adopted a plan for the governance of projects and initiatives therein; and WHEREAS, the Board of Supervisors (the 'Board') of the County intends to consider proposals in the future for the undertaking of additional urban renewal projects within the Urban Renewal Area, including the provision of tax increment financing support to commercial and industrial development or redevelopment projects; and WHEREAS, it has been proposed that the Board establish a policy to guide its future determinations with respect to future tax increment financing support proposals; and WHEREAS, it is now necessary for the Board to take action with respect to the adoption of such policy; NOW, THEREFORE, It Is Resolved by the Board of Supervisors of Monona County, Iowa, as follows: Section 1. With respect to future economic development and redevelopment projects, the Board will consider the provision of tax increment financing support through pay as you go ìrebate-styleî agreements, but only after a written proposal requesting such support has been submitted by the business or developer undertaking the project. Projects completed prior to the submission of a written proposal will not be considered for tax increment financing support as described in this resolution. Section 2. The standard tax increment financing incentive award shall be in the form of a three-year, sliding scale (Year 1 ñ 80%, Year 2 ñ 65%, Year 3 ñ 50%) rebate payment stream funded exclusively with incremental property tax revenues to be derived from the taxable parcel(s) upon which the project is being undertaken. These base annual percentages may be increased upon demonstration of new job creation as follows: a) 1% increase for each new full time (2088 hours per year) employment position created (not transferred) and demonstrated to the Countyís satisfaction; and b) .5% increase for each part time (minimum 1248 hours per year) position created (not transferred) and demonstrated to the Countyís satisfaction. c) In no event will the annual maximum rebate exceed 100% or the aggregate maximum dollar amount of $1,200,000. Section 3. In determining whether to award tax increment financing support, the County will consider all relevant economic development and redevelopment elements, however, no rebate incentive shall be provided for a project which does not increase the assessed valuation of the development parcel(s) by at least 10%. Section 4. The Board reserves the right, upon evaluation of future proposals, to deviate from the standards set forth in this policy in order to optimally serve the urban renewal objectives and best interests of the County. Section 5. All resolutions or parts thereof in conflict herewith are hereby repealed, to the extent of such conflict. Passed and approved May 17, 2022. Rolph MONONA COUNTY AUDITOR The Board of Supervisors held a phone conference with ISG Graduate Engineer Cole Budach to discuss and clarify information concerning the possibility of a McNeill Main Cleanout project. The 2013 estimate cost was $2,125,857.75. The re-evaluated estimate for February 2022 is $2,917,833.00. Per Engineer Wallis the secondary roads projected revised cost would be $380,000., up from $294,420. Some of the items discussed included the expiration of the Engineerís Report dated June 2013 (The report would expire in May 2023); this project would be considered a repair, not an improvement; and the possibility of an informational meeting being held within the next month or so. The Supervisors took no action at this time. Sheriff Pratt and County Attorney McConeghey were present to discuss the contracts for the new deputies. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to amend the contract. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the minutes of May 10, 2022 as read. Vote on motion: All Ayes. Motion Carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve claims. Vote on motion: All Ayes. Motion Carried. Supervisor Fox attended the Monona County Conservation meeting, he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve Sheriff Department wage change forms per Union Contract for Joshua Perlinger, Christian Rodriguez, and Braiden Tank for the completing the academy certification. They will be going to 95% of the base of $27.50 per hour. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize the Chairmanís signature on the Delta Dental cancellation letter. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to authorize the Chairmanís signature on the dental addendum. Vote on motion: All Ayes. Motion carried. Motion was by Supervisor Brouillette, seconded by Supervisor Fox to acknowledge receipt of Manure Management Annual update for TMís Pork Producers LLC Facility #64882. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of Angela Cooperís resignation letter. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to acknowledge receipt of Angela Lambís resignation letter. Vote on motion: All Ayes. Motion carried. Additional security cameras in the Courthouse were discussed, no action was taken.
