MONONA COUNTY BOARD OF SUPERVISORS MEETING MAY 16, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, May 16, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Vince Phillips and Tom Brouillette arriving at 8:37 a.m. Supervisors Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda with removing the Oliver Lake Drainage District Lateral 1-Cleanout Project Public Hearing Addendum No. 01. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman; Reggie Wessling, Parts Inventory Manager; Brandon Vogt, Foreman; Tyler Wessling, Assistant to Engineer I; Dave Brown, Foreman; and William Gangestad, Foreman, were present for Secondary Roads business. Wray Wright was also present. During the discussion with the Foremen, Assistants and Office Staff, it was determined that all communication with Consultant Engineer Dustin Wallis will be logged with Deleta Huffman, Office Manager. Communication between Foremen, Assistants, and the Office Manager will be crucial. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve a Superintendent Position. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve job description for the Superintendent position with the change of being able to obtain a Class A Iowa Commercial Drivers License within six months. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve internal/external posting for Superintendent Position. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve internal/external posting for Foreman (Mapleton Shop). Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were the E-16 closure, hauling rock, safety training, and a packer for the roads. No action taken. The Oliver Lake Drainage District Lateral 1 Cleanout Project Public Hearing & Addendum No. 1 which was scheduled for this morning at 10:00 a.m. was cancelled as a result of issues that had arisen on Monday, May 15, 2023 prior to the bid opening. No reschedule date was made at this time. It was moved by Brouillette, seconded by Phillips to acknowledge receipt of a petition filed on May 12, 2023 by David Krogh requesting a reclassification be completed for the Oliver Lake Lateral 1 drainage facility. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. It was moved by Fox, seconded by Phillips to acknowledge receipt of a petition filed on May 12, 2023 by Dart Farms, Inc by Robert Sweedler, President, requesting that if the public improvement for Lateral 1 Cleanout is approved then a reclassification of the drainage assessments within the district be made. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. No other action was taken at this time on these petitions. A beaver dam was reported to the drainage office by Matt and Warren Dirksen which was causing a blockage in a tube on the Maple River Lateral 1. Chairman Fox made contact with them and contacted Brian Kepner to jet the tube to clear the dam out. Kepner attempted to jet the tube, but it was compacted and jetting did not work. He returned and was able to pull out the majority of the dam with cable. He did indicate to Fox that there was an area inside the tube that was damaged and was causing the debris to not flow through as it should. Fox asked him if he would be able to come back at a later date and repair this and he said he could. It was moved by Phillips, seconded by Brouillette to approve the Final Pay Estimate on the Gray Lateral B Cleanout Project to contractor, Johnston Excavating, LLC, in the amount of $24,428.87. Vote on motion: Ayes: Brouillette, Fox and Phillips. Nays: None. Motion carried. Supervisor Fox moved to call the Public Hearing for the FY23 Budget Amendment to order at 10:30 a.m. in the Boardroom of the Courthouse, seconded by Supervisor Brouillette. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. With Wray Wright present at 10:45 a.m., it was moved by Supervisor Fox, seconded by Supervisor Phillips to close the public hearing. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the FY23 Budget Amendment. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Brouillette introduced and moved to adopt the following Resolution, seconded by Supervisor Fox: RESOLUTION NO. 2023-11 FY 2023 BUDGET AMENDMENT APPROPRIATIONS WHEREAS, it desired to make amendments to the appropriations approved in Resolution 2022-23 setting appropriations in accordance with Section 331.434, subsection 6, Code of Iowa, for the following department: Department Appropriation, Amount of Increase/Decrease, Amended To, Revenue, Increase Conservation, 606,111, 2,300, 608,411, 2,300 Board of Supervisors, 197,294, 2,000, 199,294, 2,000 THEREBY, increasing the overall FY2023 expenditure total from 17,028,974 to 17,033,274 and; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Monona County, Iowa, to direct the County Auditor to correct her books accordingly.
