MONONA COUNTY BOARD OF SUPERVISORS MEETING JUNE 9, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Thursday, June 9, 2022 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: All Ayes. Motion carried. Auditor Rolph is requesting an administrative recount for votes tallied at FV003 Precinct including Fairview, Grant, Lake, Lincoln, Rodney, West Fork, and Whiting due to paper jams when voters were inserting their ballots into the tabulator. This caused the number on the tabulator to increase and lead to the appearance that more ballots were cast than voters who signed a Declaration of Eligibility Slip. Our Unisyn equipment is older, and our elections equipment vendor, Henry M. Adkins & Son, Inc., has made us aware that this issue was caused by the older motherboards in the equipment. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to grant Auditor Rolph permission to perform an administrative recount for votes tallied at FV003 Precinct. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve pay estimate #5 RC-C067(088)-9A-67 Barge Road. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve pay estimate #15 final FM-C067(91)ó55-67 PCC Pavement K-45. Vote on motion: All Ayes. Motion carried. Discussion items were tractors, rock blending, rock hauling, and an update on what the Engineer and Inspectors are working on. No action needed. The Boards of Supervisors of Monona and Harrison Counties, Iowa, as Trustees of the McNeill Inter-County Drainage District of Monona and Harrison Counties, Iowa, held a phone conference on Thursday, June 9, 2022 at 10:00 a.m. Present in the Board Room of the Monona County Courthouse in Onawa, Monona County, Iowa were: Monona County Supervisors Bo Fox, Vince Phillips and Tom Brouillette. Harrison County Supervisors Tony Smith, John Straight and Walter Utman, and Drainage Clerk Liz Lenz were present on phone conference. Assistant County Attorney Gary Taylor was contacted via email after our May 31, 2022 meeting to notify him that the joint boards had moved to appoint him as legal counsel to represent the McNeill Drainage District for the hearing process. Taylor replied ìthe chances are good that there will be a conflict with that dateî. The drainage clerk contacted Ivan Droessler, Engineer for this project and Bo Fox, Board Chairman. It was agreed to contact Attorney Matt Minnihan to see if he was available on that date to sit in on the hearing. Minnihan replied that he was available and agreed to be our legal counsel. As a result, the following motion passed at the May 31, 2022 meeting will be rescinded It is moved by Phillips, seconded by Utman to appoint Gary Taylor as legal counsel to represent the McNeill Drainage District for the hearing process. Vote on motion: Ayes: Fox, Brouillette, Phillips, Smith, Straight and Utman. Nays: None. Motion carried And the following motion was passed at todayís meeting by the joint boards: It is moved by Phillips, seconded by Brouillette to appoint Attorney Matt Minnihan as legal counsel to represent the McNeill Drainage District for the hearing process. Vote on motion: Ayes: Fox, Brouillette, Phillips, Smith, Straight and Utman. Nays: None. Motion carried. The Notice of Hearing on the McNeill Inter-County Drainage District Proposed Repairs will be published in the in the Onawa Democrat and the Missouri Valley Times. Contractor Steve Mauch was contacted and met with Chairman Fox to look at Oliver Lake Lat 8 concerning the petition request from Camson LLC. Steve Mauch anticipates cleanout to begin the week of June 13, 2022. It was moved by Phillips, seconded by Brouillette to approve Steve Mauch to complete the Lateral 8 cleanout on the east end in the fall. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. The Secondary Roads Department was able to burn off some of the stalks. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. 2022-21 BOUNTY, MILEAGE, & WARRANTS ISSUING AUTHORITY The following policy for 2022-2023, is hereby established for FY 2023: Payment of Bounty - $.50 per pair of gopher claws. Payment of mileage for use of private vehicle for county business at the rate of $ .535 per mile. In accordance with Iowa Code Chapter 331.506, authorizes the Auditor to issue warrants to make the following payments without prior approval of the board: a. For fixed charges including, but not limited to, freight, express, postage, water, light, telephone service, or contractual services every 14 days during construction, after a bill is filed with the Auditor, and b. For salaries and payrolls if the compensation has been fixed or approved by the board, and the salary or payroll shall be certified by the office or supervisor under whose direction or supervision the compensation is earned. The bills paid shall be submitted to the board for review and approval at its next meeting following the payment. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize the Chairmanís signature on provider agreement with Loess Hills Hospitality Association. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairman’s signature on provider agreement with Monona County Historical Preservation Commission. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to acknowledge receipt or FY2023-2026 transportation improvement program of the Siouxland Regional Transportation Planning Association. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of the Sheriffís report of fees collected for May 2022.
