MONONA COUNTY BOARD OF SUPERVISORS MEETING JUNE 6, 2023 The Monona County Board of Supervisors met in regular session at 8:00 a.m. o’clock on Tuesday, June 6, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. APPROVE THE AGENDA Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. IAN MCCONEGHEY, COUNTY ATTORNEY-OPINION ON OLIVER LAKE LATERAL 1 Attorney McConeghey was present in response to a legal question raised by the Board of Supervisors determining how to proceed with the Oliver Lake Lateral 1 Cleanout Project discussion followed, no action taken. Also present were Lisa Jones, Drainage Deputy and Bryan Phillips, Drainage Clerk. KEVIN EWING, SHERIFF-SKID LOADER BIDS APPROVE/REJECT AUTHORIZATION TO RE-ADVERTISE SEALED BIDS FOR SKID LOADER Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to reject the skid loader bids. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to give the Sheriff authorization to re-advertise to take sealed bids on skid loader. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. SECONDARY ROADS Secondary Roads Office Manager Deleta Huffman; Dave Brown, Foreman; Tyler Wessling, Assistant to Engineer II; Reggie Wessling, Inventory Parts Manager were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of email from Attorney Alyssa Herbold regarding Douglas L. and Jeanne M. Nelson Revocable Trust. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve public notice for irrigation on County Roads which states ìIn accordance with Monona County Ordinance 27 Monona County would like to call your attention to irrigation systems generating water within the county right-of-way. Irrigation spray within the right-of-way contributes to erosion and damage to the road system. Water saturates the roadbed causing damage and safety concerns. Irrigation users may be held liable for any damages to the roadway. The County requests your assistance in alleviating problems by operating and maintaining your irrigation system in an efficient and effective manner. A few simple measures can go a long way in helping preserve our roadway resources. Improper use of the road right-of-way may be reported to the Monona County Secondary Roads Department, 712-433-2281.î Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve pay voucher #3 STBG-SWAP-C067 (92)óFG-67 (E16 improvements) that was recommended and approved by Dustin Wallis, Consulting Engineer prior to Supervisor approval. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve 25 year wage adjustment for Rod Eneboe he will be going from $23.18 to $23.23 per hour per union contact. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve miscellaneous utility permit for Heine-Richards Irrigation to road bore for 8î PVC water line at 27296 Hemlock Avenue. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Discussion items were Maintenance Shop Foreman one more application was submitted. Assistant to Engineer position was discussed, Dave Brown updated the Board on the McNeill Drainage tube project, box culvert, and keeping a log on cleaning out the ditches. DRAINAGE Oliver Lake Lateral 1 Cleanout Project was discussed, no action taken. It was moved by Phillips, seconded by Fox to approve the McNeill Intercounty Drainage District-Phase 1 Main Open Ditch Repairs Application for Partial Payment No. 1 in the amount of $59,403.46. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. It was moved by Fox, seconded by Brouillette to approve the McNeill Intercounty Drainage District-Phase 1 Main Open Ditch Repairs Change Order No. 1 in the amount of $29,400.00. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Change Order No. 1 modifies the contract adding costs for the removal and salvage of culverts @ 340th Street, 325th Street, 310th Street, 300th Street, 295th Street, 290th Street and Holly Ave. These costs will be added to the contract amount. Fox reported after talking to Dave Brown, Secondary Roads Foreman, that this is a secondary roads cost and they will be doing all the culvert work as listed above. Secondary Roads will reimburse the McNeill Intercounty Drainage District for the costs and pay all interest applicable on any stamped warrants issued as a result. It was moved by Fox, seconded by Brouillette to approve and sign the letter drafted by ISG for the Board of Supervisors to Grant Weaver, Land Manager/Geologist at Hallett Materials stating concerns over the recent Rodney Concept Plan dated May 5, 2023 received from Hallett. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. The letter was signed by Bo Fox, Chairman and Vince Phillips and Tom Brouillette ñ Monona County Board of Supervisors and will be mailed out on June 6, 2023. MCNEILL DRAINAGE DISTRICT PUBLIC HEARING AT THE ONAWA PUBLIC LIBRARY The Joint Board of Supervisors acting as Trustees of the McNeill Main Drainage District, met on Tuesday, June 6, 2023 at 1:00 p.m. at the Onawa Public Library in Onawa, Monona County, Iowa with Monona County Supervisor Chairman Bo Fox presiding. Other Monona County Supervisors present: Vince Phillips and Tom Brouillette. Absent: None. Harrison County Supervisors present: John Straight and Brian Rife. Absent: Smith. Others present: Caleb Rasmussen, Civil Engineer with ISG and Rachel Millage, Graduate Engineer with ISG, Gary Taylor, Attorney, Peggy Rolph, Monona County Auditor; Lisa Jones, Drainage Deputy; and Bryan Phillips, Drainage Clerk. MCNEILL INTERCOUNTY MAIN ANNEXATION HEARING Landowners and interested parties present were Jim Ruffcorn, James Alexander, Chip Collison, Rusty Collison, Ron Cutler and Sue Cutler. Chairman Fox announced this is the time and place for hearing on the Engineerís Report for Annexation. Proof of Publications was confirmed. The following written objections to the Engineer’s Report were filed prior to the time of the hearing: 1. Ronald L Cutler and Sandra Sue Cutler 2. Russell James Collison and Jodi Jean Phipps 3. James Alexander and Beverly Alexander 4. Russell James Collison The objections were read by Chairman Fox and no additional objections were filed. It was moved by Rife, seconded by Phillips to accept the objections as filed. Vote on motion: Ayes: Fox, Brouillette, Phillips, Rife and Straight. Nays: None. Motion carried. Rasmussen reviewed the Annexation Report and addressed questions and concerns. As a result of questions raised, it was moved by Brouillette, seconded by Straight to direct the engineer to conduct a visual inspection of objected parcels in the Town of Blencoe. Vote on motion: Ayes: Fox, Brouillette, Phillips, Rife and Straight. Nays: None. Motion carried. The Annexation Hearing was continued until June 20, 2023 @ 1:00 p.m. at the Onawa Public Library in Onawa. KEN CARLSON AND KEVIN ALONS-DISCUSSION ON COUNTY ISSUES Kevin Ewing, Sheriff; Ken Carlson, Iowa House of Representatives District 13 and Kevin Alons, State Senator District 7 were present for discussion on County issues including hiring engineers and mental health, no action was taken. MINUTES APPROVED Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the minutes of May 30, 2023 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. APPROVE UPDATED JOB DESCRIPTION FOR CONSERVATION DIRECTOR Motion was by Supervisor Fox, seconded by Supervisor Brouillette to approve updated job description for Conservation Director. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. REVIEW/APPROVE US IMAGING, INC QUOTE TO SCAN AUDITORíS DOCUMENTS The US Imaging, Inc quote was reviewed. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the quote from US Imaging, Inc to scan the Auditor’s documents using ARPA funding.
