MONONA COUNTY BOARD OF SUPERVISORS MEETING JUNE 27, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, June 27, 2023, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Present for the Covid-19 Burgess Public Health update were Patrick Prorok, EMA Director, and via phone, Adam Hadden of Burgess Public Health. Adam informed the Supervisors that it has been quiet, vaccinations have slowed down and they are available at the clinics. Patrick stated that the hospital has stopped testing people for COVID when they are admitting them into the hospital unless they have respiratory symptoms. Discussion followed with no action taken. Kevin Ewing, Sheriff, was present to discuss using Rick Deen for consulting services to move the dispatch from the basement of the LEC to the first floor. No action was taken. Present along with the Supervisors and Auditor for the Elected Official / Director Meeting were Sharon Gries, Chief Deputy Assessor; Sandy Bubke, Zoning/Environmental Health Administrator; Patrick Prorok, EMA Director; Kevin Ewing, Sheriff; Jim Wigton, IT Director; Don Thompson, Veteran Affairs Director; Abby Riesberg, Treasurer; Kelly Seward, Recorder; Josh Schaben, Deputy Conservation Director; and Deleta Huffman, Secondary Roads Office Manager. Absent was Ian McConeghey, County Attorney. Activities were discussed and information was shared. Onawa Drainage District discussion was held on the Oliver petition filed June 12, 2023. Chairman Fox inquired as to the provisions set forth in a permit that Oliver had obtained before beginning construction. Casady stated the permit included the installation of water retention tanks on his property. Oliver agreed he would cover the cost of all work being done to correct the drainage issue which would include hiring an engineer to provide plans and specs on the project. The engineer will provide these plans and specs to the Board of Supervisors, as trustees of the Onawa Drainage District, for their approval prior to the project beginning. There will be no costs assessed to the Onawa Drainage District. There was an update on the Spaulding drainage issue at 112 Iowa Avenue. RQP, LLC jetted the pipe and pictures were provided by Phillips. It was suggested to Casady that a concrete apron be installed around the drain to prevent the surrounding rock and gravel from washing into the pipe in the future. Secondary Roads Office Manager Deleta Huffman was present for Secondary Roads business. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to award FY2024 fuel contract to Agriland FS, Inc. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. The WHKS Engineering Firm Contract was reviewed. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to table the WHKS Engineering Firm Contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. SR 23-19 The Board of Supervisors consents to the recommendation of the County Engineer to transfer Jesse Rayevich to fill the Vacant Operator III position. Start date is July 01, 2023. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. The Maintenance Shop Foreman applications were reviewed and Deleta will schedule the interviews. No action was taken. Sandy Bubke, Zoning Administrator, Brett Ewing, and John Casady, City of Onawa, were present to discuss the complaints that the City of Onawa has received on Hanner Salvage over the past few months. This property is actually in the Unincorporated Area of Monona County, not in the city limits of Onawa. After discussion, it was decided to have the Board of Supervisors send a letter to Hanner Salvage and try to come to an agreement for the clean-up of the property. No action was taken. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to recess at 12:15 p.m. and to reconvene at 1:00 p.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Deleta Huffman, Secondary Roads Office Manager; Foremen William Gangestad, Dave Brown, and Wally Morgan were present for discussion with the Board of Supervisors. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the minutes of June 20, 2023, as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Supervisor Phillips attended the SIMPCO and Siouxland Regional Transit System meetings. He shared the information presented. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to appoint Jeff Pratt to the Civil Service Commission. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to authorize the Chairman’s signature on status/payroll change report for Reuben Melton for the Assessor’s Office. He will be paid $39,000 a year. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to authorize the Chairman’s signature on the Wellmark’s request for EOB and authorized release of protected health insurance information. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to authorize the Chairman’s signature on cigarette permit renewal for Dollar General Store #24928. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Brouillette: RESOLUTION 2023-18 MONONA COUNTY PRECINCT ELECTION OFFICIAL COMPENSATION POLICY WHEREAS, the Monona County Board of Supervisors does acknowledge the importance of Precinct Election Officials in the Election Process. WHEREAS, the Monona County Board of Supervisors approve the following hourly rates for Precinct Election Officials effective June 27, 2023 Position; Recommended Salary Precinct Election Official, Chair & Co-Chair; $14.00/Hour Precinct Election Official; $13.50/Hour Election TM Runner; $13.50/Hour NOW, THEREFORE, BE IT RESOLVED that the Monona County Board of Supervisors adopts the salary recommendations for the previously listed workers, which will remain in effect until a new compensation policy is passed.
