MONONA COUNTY BOARD OF SUPERVISORS MEETING JUNE 13, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, June 13, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present were Auditor Peggy A. Rolph and Wray Wright. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Jim Wigton, IT Director was present to discuss the panic buttons for the Courthouse. Jim updated the Board that Alpha Wireless is waiting on parts, discussion followed with no action taken. Secondary Roads Foreman David Brown and Tyler Wessling, Assistant to Engineer I were present for Secondary Roads business. The bid opening for the fuel bids were as follows Agriland FS, Inc bid margin was $.0775; NEW Cooperative Inc bid margin was $.0900; Sapp Brothers Petroleum bid margin was $.30 but did not bid all categories; Farm Service Cooperative did not provide a bid margin they bid cost per gallon with a range from $2.33 to $3.25 per gallon; Larryís Propane & Fuel no bid; and Miller Fuel & Oil Company no bid. A bid tab will be put together and presented at next weekís meeting, no action taken. The bid opening for the salt bids were as follows Central Salt price per ton was $70.46; Blackstrap price per ton was $71.95; Johnson Feed price per ton was $73.15; Land OíLakes price per ton was $74.00; Hutchinson Salt Co. no bid; Cargill, Inc no bid. A bid tab will be put together and presented at next weekís meeting, no action taken. Supervisor Brouillette introduced and moved to adopt the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. SR 23-15 RESOLUTION OF THE BOARD OF SUPERVISORS, MONONA COUNTY, IOWA WHEREAS, the Board of Supervisors is empowered under authority of Section 306.41 of the Code of Iowa to temporarily close sections of road by formal resolution when they deem necessary for construction, maintenance or natural disaster, AND WHEREAS, The Board of Supervisors, County of Monona, have determined that the following section of road should be temporarily closed due to structural damage that could prevent public endangerment. 220th Street Tulip Avenue to Teak Avenue NOW, THEREFORE, BE IT RESOLVED, that the above described road be closed temporarily in the manner described below: ‘ROAD CLOSED’ signs barricades and fence shall be placed on both ends of the described segment of road, and they shall remain in place until repairs are made. Rolph Monona County Auditor Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. SR 23-16 The Board of Supervisors consents to the transfer of Walter Morgan to fill the Full-time Area Road Foreman position at an annual salary of $60,572.50 plus longevity. Rolph Monona County Auditor Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve pay voucher #4 STBG-SWAP-C067(92)óFG-67 (E16 improvement) based on Dustin Wallis’s recommendation to approve payment. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. The applications for the Maintenance Shop Foreman and the Maintenance Superintendent positions were reviewed, no action taken. The safety training for Secondary Road was discussed there are quite a few employees that still need 1.5 hours of training completed before June 30th. Dave will contact the other Foremen to get the safety training completed. No action was taken. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve miscellaneous utility permit for Western Iowa Power Cooperative for a single phase primary overhead line build starting at the cabinet 1085 feet south of the corner of 230th Street and Filbert Avenue going south on the West side of Filbert Avenue for 1850 feet then entering private property. Overhead line will consist of new poles and new overhead wire. New construction will be along interstate fence in Franklin Township (83N)(45W) section 07. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Discussion items were tubes going in for Drainage and rock, no action taken. The Board of Supervisors took action today to terminate further services, effective today’s date, with Veenstra & Kimm, Inc and Engineer Patrick Mouw in regard to the Oliver Lake Lateral 1 cleanout project awarded on October 19, 2021. It was moved by Phillips, seconded by Fox to approve a letter drafted for the board’s signature to be sent to Engineer Patrick Mouw and Veenstra & Kimm, Inc informing them of their decision. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Don Thompson, Veteran Affairs Director; Dennis McQueen, Mark Witzel, and Grant Jager Monona County Veterans Affairs Commission were present for approval of the updated policies and procedures manual for Veteran Affairs. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the updated policies and procedures manual for Veteran Affairs. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the minutes of June 6, 7, and 9 2023 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve claims. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of Manure Management Annual Update for Ron Lee Farm Facility # 58432. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairmanís signature on Gov Domain Registration letter regarding changing to Office 365 for County emails.
