MONONA COUNTY BOARD OF SUPERVISORS MEETING JULY 5, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, July 5, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present were Deputy Auditor, Sheri Streeter and Wray Wright. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Joel Bubke was present to discuss the entrance to his field. The concrete box culvert needs some repair work done. Asked about a possible widening of the entrance. The board told him to contact Wally at the Mapleton shed to look at it, no action taken. Secondary Roads Office Manager Deleta Huffman was present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to table the road maintenance agreement with Lewis & Clark Park until the maintenance agreement is reviewed. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. There was no action taken on Resolution SR23-21 Hire Maintenance Superintendent. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve miscellaneous utility permit for Western Iowa Power Cooperative for a single phase 1/0 primary underground cable crossing 258th Street 3020 feet West of the intersection of E54 and 258th Street. Cable will run from right of way edge to right of way edge across 258th Street at the driveway of 32413. Cable will be a minimum of 48 inches deep in Belvidere Township (83N)(44W) section 25.. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve miscellaneous utility permit for Western Iowa Power Cooperative for a single phase 1/0 primary underground cable crossing 260th Street 1970 feet West of the intersection of Spruce Avenue and 260th Street. Cable will run from right of way edge to right of way edge across 260th Street at the driveway of 40651. Cable will be a minimum of 48 inches deep in Soldier Township (83N)(42W) section 29. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to go into closed session at 9:17 a.m. per Iowa Code Section 21.5(i).Vote on motion: Ayes: Fox, Brouillette, and Phillips. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to offer the Maintenance Superintendent position to David Vaughn. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were 230th Street road past Hanner Salvage. WHKS will be meeting with Supervisor Fox, Deleta Huffman, Office Manager and County Foremen on Thursday, July 6th to discuss the following projects, FEMA, Corp of Engineer for K42 bridge replacement and Homeland Security report, no action taken. The Board of Supervisors, of Monona County, Iowa, Trustees of the Drainage Districts in said County, met Wednesday, July 5, 2023, at 10:00 a.m., in the Board Room of the Courthouse in Onawa, Monona County, Iowa. The meeting was called to order by Fox, and, upon roll being called, the following Board members were Present: Brouillette, Fox and Phillips. Absent: None. Supervisor Fox introduced, caused to be read and moved the adoption of the Resolution Levying Assessments in the various Drainage Districts of Monona County, Iowa. Supervisor Brouillette seconded the motion to adopt the Resolution. Upon due consideration by the Board, the Chairman put the question; and upon roll being called, the vote was AYES: Brouillette, Fox and Phillips. NAYS: None. Whereupon, the Chairman declared the Resolution duly adopted as follows: RESOLUTION WHEREAS, there are now, as of July 5, 2023, outstanding warrants, overdrafts, incurred expense or anticipated expenses against the various Drainage Districts in Monona County, Iowa; and WHEREAS, the Board determines and finds that the Original Assessment furnishes a fair and equitable basis for a proper apportionment of the cost and expenses of said assessment; and no good reason exists for a new or different apportionment thereof than such as the relative proportions of said Original Assessment gives to which this Board concurs. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Monona County, Iowa in regular session on this 5th day of July, 2023, that there be and is hereby levied upon lands in the following amounts shown and the County Auditor is instructed to spread such levy upon said land, to be collected under ß468.55 in semi-annual installments in the same manner as general property taxes are collected pursuant to ß445.36 in the year 2023-2024. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Sandy Bubke, Zoning/Environmental Health Administrator was present to update the Board on Nuisance Complaint #54 she stated that the property seemed to be cleaned up and her recommendation to the Board is to close Nuisance Complaint #54. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to close Nuisance Complaint #54. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to acknowledge receipt of Environmental Health/Zoning quarterly report ending June 30, 2023. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the minutes of June 27 and 30, 2023 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. It was discussed to change payday from Wednesday to Friday. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to change payday from Wednesday to Friday starting in September.
