MONONA COUNTY BOARD OF SUPERVISORS MEETING JULY 26, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, July 26, 2022, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: All Ayes. Motion carried. Present for the Covid-19 Burgess Public Health update was Adam Hadden via phone. There were 35 cases in the month of July and a total of 49 deaths. Monona County is in a medium transmission rate. The clinics will be getting the pediatric vaccine this week; Burgess Public Health will advertise this in the papers and on social medial. Discussion followed. No action was needed Present along with the Supervisors and Auditor for the Elected Official / Director Meeting were Abby Riesberg, Treasurer; Don Thompson, Veteran Affairs Director; Dustin Wallis, Engineer; Jeff Pratt, Sheriff; Kelly Seward, Recorder; Ian McConeghey, County Attorney; and Sandy Bubke, Zoning/Environmental Health Administrator. Absent were Doug Kuhlmann, Conservation Director; Patrick Prorok, EMA Director; and Tim Peters, Assessor. Activities were discussed and information was shared. Sheriff Pratt and Sgt. Kevin Ewing were present to discuss jail personnel. An employee that recently resigned would like to return to work. This re-hire would create an additional full time position in his department, however, Sheriff Pratt stated that when the current communications director retires, his duties would be divided among current employees and no new hire would be necessary at that time. Discussion followed with no action taken. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Gary Martindale was present for discussion on the gravel road by his house. No action was needed. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. SR 22-21 RESOLUTION FOR PARTICIPATION IN SS4A GRANT APPLICATION WHEREAS, as part of the new Federal Transportation Bill, Infrastructure Investment and Jobs Act (IIJA), there is over $1B of roadway safety funding available in the form of Safe Streets and Roads for All (SS4A) grants. To be an eligible applicant for this new safety funding, a county MUST have an eligible Action Plan in place; and WHEREAS, the Iowa County Engineers Association (ICEA) plans to apply for a SS4A grant to develop and supply all 99 counties in Iowa with an eligible Action Plan at no cost to the counties. ICEA encourages all 99 counties to participate in this grant application; and WHEREAS, the Monona County Board of Supervisors will commit to achieve significant declines in roadway fatalities and serious injuries in Monona County; and WHEREAS, the Monona County Board of Supervisors recognizes the Action Plan and will assist the County Engineerís department in achieving the goal of a dramatic decrease in roadway fatalities and serious injuries and zero roadway fatalities and serious injuries by the years 2030 and 2050, respectively; and WHEREAS, the Monona County Board of Supervisors, after consulting with the Monona County Engineer, desires to participate in a joint SS4A grant to develop and receive an eligible Action Plan for Monona County. THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF MONONA COUNTY that this County does hereby request to be included in the statewide SS4A grant to develop Actions Plans for all 99 counties in Iowa. Rolph Monona County Auditor Discussion items were River Valley Ag-Cedar Avenue and downed trees. No action was taken. Beau Hupke, Hoffman Agency, presented the renewal for the ICAP liability insurance for Monona County. The renewal is for August 1, 2022 through August 1, 2023. Mr. Hupke presented the renewal proposal. There is approximately an 18 percent premium increase. Further review and discussion followed. It was moved by Supervisor Phillips, seconded by Supervisor Fox to approve the ICAP liability insurance renewal for August 1, 2022 through August 1, 2023. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairman’s signature on Monona County Provider Program Agreement with Centers Against Abuse & Sexual Assault (CAASA). Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve L&L quote for seconded floor restroom and hallway flooring. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to table the extension of quotes for the window replacement until further information is obtained from an architect. Vote on motion: All Ayes. Motion carried. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. 2022-33 MILEAGE FOR COUNTY OWNED VEHICLES The following policy for 2022-2023 is hereby established for FY 2023: Payment of mileage for use of county vehicle(s) for county business at the rate of $ .20 less than the IRS rate per mile. Mileage payments for the Supervisor Truck are payable to Other Policy & Administration. Mileage payments for the Election Vehicle are payable to Election Administration.
