MONONA COUNTY BOARD OF SUPERVISORS MEETING JULY 19, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, July 19, 2022 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: All Ayes. Motion carried. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve pay estimate #6 RC-C067(88)-9A-67. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve miscellaneous utility permit for Western Iowa Power Cooperative for a single phase 1/0 primary underground cable being installed from existing transformer 165 feet south on Cedar Avenue starting on the north side of 120th Street then switching to 1/0 overhead single phase for 1510 feet on east side of Cedar Avenue in Lake (85N) (46W) twp. section 9, 15, 16 in Monona County. Vote on motion: All Ayes. Motion carried. Present for the discussion on road improvement was Katie Jorgenson, no action was taken. Also discussed were spraying weeds and damage to a motor grader. No action taken. The petition of Patrick Mouw requesting the trees be sprayed along the entire Hackett ditch was placed on file. After some discussion on this, it was moved by Fox, seconded by Brouillette to table the petition to allow time to check with B & W Spraying and investigate the ditch to determine its present condition. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. The purpose of today's meeting was to revisit the petition filed on October 19, 2021 by Brett D Ewing on the Onawa Drainage District requesting drainage be installed at the south edge of property location 1414 11th Street, Onawa, Iowa. It was moved by Fox, seconded by Phillips to direct Engineer Mouw to prepare a Preliminary Engineer's Report for this improvement project located at 1414 11th Street, Onawa, Iowa. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Sheriff Pratt was present for authorization to hire. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to give Sheriff Pratt authorization to hire Ashley Haynes and Megan Garule at $14.74 per hour per union contract. Vote on motion: All Ayes. Motion carried. Sheriff Pratt updated the Board that the jail was full and the jail inspector has inspected the jail. Discussion followed with no action needed. Sandy Bubke, Safety Committee Chair was present to update the Board on the safety training for FY 2022. Sandy reviewed with the Board the employees that did not meet the training requirement for FY 2022. Dustin Wallis, Engineer was also present for the discussion on how to encourage employees to complete their safety training, no action was taken. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the minutes of July 12, 2022 as read. Vote on motion: All Ayes. Motion Carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve claims. Vote on motion: All Ayes. Motion Carried. Supervisor Fox attended the Monona County Board of Health and the Monona County Conservation meetings, he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to appoint Amy Kepner as Belvidere Township Clerk and Jeannette Madsen as Belvidere Township Trustee. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to set the date for a public hearing to rescind Ordinance #45 on August 2nd at 11:15 a.m. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of the Sheriff's report of fees collected for June 2022. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to authorize the Boardís signatures on the Conservation's compensation memo. Vote on motion: All Ayes. Motion carried. Mileage for the use of the County vehicles were discussed, no action taken. The window replacement project was discussed, no action taken. It was moved by Supervisor Brouillette, seconded by Supervisor Fox to hereby adjourn at the hour of 11:55 a.m. o'clock. Vote on motion: All Ayes.
