MONONA COUNTY BOARD OF SUPERVISORS MEETING AUGUST 30, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, August 30, 2022 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the agenda. Vote on motion: All Ayes. Motion carried. Present for the Covid-19 Burgess Public Health update was Adam Hadden via phone. There were 83 cases in the month of August and a total of 51 deaths. Monona County is in a medium transmission rate. Family Medicine and the Burgess Clinics have the pediatric vaccines available. Discussion followed. No action was needed Present along with the Supervisors and Auditor for the Elected Official / Director Meeting were Abby Riesberg, Treasurer; Don Thompson, Veteran Affairs Director; Dustin Wallis, Engineer; Kelly Seward, Recorder; Ian McConeghey, County Attorney; Doug Kuhlmann, Conservation Director and Sandy Bubke, Zoning/Environmental Health Administrator. Absent were Patrick Prorok, EMA Director; Jeff Pratt, Sheriff; and Tim Peters, Assessor. Activities were discussed and information was shared. A petition was filed on August 29, 2022 by Kevin Henrichson and Greg Henrichson on Gray Lateral B requesting a clean out of silt on the south side of Section 19 and the north side of Section 30 in Sioux Township and also requesting that when the cleanout is done the spoils be placed on the north side of the ditch. Chairman Fox has gone out and looked at the lateral and noted that it is full of silt with much vegetation and trees. Work could not be done until the crops have been harvested this fall. It was moved by Fox, seconded by Brouillette to approve the petition as filed. Letters will go out from the drainage office to seven (7) local Monona County Contractors for quotes. In the letter, the contractors will be asked to give two (2) quotes ñ one for digging the ditch out and one for tree removal. A Request for Cleanout on the Sherman Drainage District was tabled as it was not part of a drainage district and was referred to the Secondary Roads Dept. A supervisor was approached regarding a drainage issue on the north edge of the City of Onawa, east of K45. Item was tabled at this time and should be directed to the City of Onawa as no storm sewer intakes are involved. Spencer Pech with ISG prepared an August 26, 2022 update on the McNeill Drainage District repair project. The update is attached hereto with the minutes. It was moved by Brouillette, seconded by Fox to approve a $755.00 UPRR Maintenance Review Request fee to submit an application and move ahead with the UPRR Coordination on the McNeill DD Repair Project. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve STBG-SWAP-CO67(92)óFG-67 ñ DOT Agreement. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve miscellaneous utility permit for Western Iowa Cooperative for a three phase primary underground cable being installed in the right of way of Dogwood Avenue for 830 feet starting at 170 feet north of the intersection of Dogwood Avenue and 125th Street. This line will go north and reattach to the overhead line. This project will be in Lake Township sections 13 & 14. Vote on motion: All Ayes. Motion carried. Discussion item was hauling rock, no action taken. Sandy Bubke and Dustin Wallis were present for an update on the TIF Rebate Program procedures. Discussion followed with no action taken. Sandy Bubke, Zoning Administrator presented to the Board the Zoning fee changes that the Zoning Commission have recommended. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the Zoning fee changes recommended by the Zoning Commission. The fees that will be changing are the Special Use Permit (SUP) application, Variance Application, and Petition for Rezoning by Property Owner they will be increased from $100 to $200. Vote on motion: All Ayes. Motion carried. Brad Poole, Custodian was present to update the Board on the projects going on in the courthouse, no action was needed. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the minutes of August 23, 2022 as read. Vote on motion: All Ayes. Motion Carried. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of K9 retirement agreement form Monona County Sheriffís Office. Vote on motion: All Ayes. Motion carried. The IT position was discussed and a second interview will be set up in the near future. No action taken, Motion was made by Supervisor Fox, seconded by Supervisor Phillips to change the credit card policy. Each department will have their own card and will report at the end of each month what they charged on their cards. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve six-month wage increase for Jodi Watson per original hiring agreement. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize the Chairmanís signature on Monona County Provider Agreement with Loess Hills Historical Society.
