MONONA COUNTY BOARD OF SUPERVISORS MEETING AUGUST 2 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, August 2, 2022 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Vince Phillips. Supervisor Absent: Tom Brouillette. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: All Ayes. Motion carried. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to authorize the Supervisors signature on Project #STBG-SWAP-C067(92)óFG-67 E16 improvements. Vote on motion: All Ayes. Motion carried. Discussion items were maintenance on roads and Engineer update, no action was taken. Zach Terry was present to discuss his updated business plan for Sunset at Blue Oasis showing his current employees and their status. †Supervisor Fox requested completion dates of the existing structures and asked if anything was completed in 2021.† Mr. Terry stated only dirt work and electrical were completed in 2021 and structures were added and completed in 2022 with the exception of the grain bins still needing additional work.† He plans to add to the existing shower house at a further date.† Discussion followed.† †Information from the Assessors website was reviewed and shows land operated as Sunset at Blue Oasis RV Park is currently being taxed ag land with an ag land credit applied and no buildings or increased value is shown as of today’s date.†† No further action taken.† †Also, present were Kelly Seward, Recorder and Abby Riesberg, Treasurer Chairman Fox moved to call the Public Hearing to rescind Ordinance #55 An Ordinance Permitting the Operation of Off-Road Utility Vehicles in Monona County, Iowa to order at 11:00 a.m. in the Board of Supervisors Room of the Courthouse, seconded by Supervisor Phillips. Vote on motion: All Ayes. Motion carried. With Kelly Seward, Recorder; Abby Riesberg, Treasurer; and Ian McConeghey, County Attorney present, at 11:14 a.m. it was moved by Supervisor Phillips, seconded by Supervisor Fox to close the hearing. Vote on motion: All Ayes. Motion carried. Supervisor Phillips attended the Siouxland Regional Transportation System (SRTS) meeting; he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to authorize the Chairman’s signature on Monona County and Provider Program Agreement with Western Iowa Tourism Region. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to acknowledge receipt of letter from Iowa State Association of Counties and Secretary of State to join Iowa Businesses against trafficking (IBAT). Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to re-hire Angela Cooper for the Sheriff’s Department at the rate of $18.13 per hour with an added shift differential of $0.25 per hour for a total of $18.38 per hour. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to reject the bids for the window replacement in order to hire an architect. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to hire an architect for the window replacement project. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of jail inspection. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to authorize the Chairman’s signature on Monona County and Provider Program Agreement with City of Blencoe for the Blencoe Senior Citizens.
