MONONA COUNTY BOARD OF SUPERVISORS MEETING AUGUST 16, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, August 16, 2022, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Deputy Auditor, Sheri Streeter. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: All Ayes. Motion carried. Marilyn Maly was present to ask permission to use the courthouse lawn for bible reading on September 14th and 15th. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to give permission for bible reading on the courthouse lawn. Vote on motion: All Ayes. Motion carried. Justin Terrell was in to inform to the Board of Supervisors that trees were cut on his property without permission. He also stated fencing was left mangled and stumps are still remaining. He wants it on record that if any trees on the north side of the road are cut, he will be hiring a lawyer. The Board understands his concerns and will discuss the situation with the County Engineer. No action taken at this time. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to authorize the Supervisors signature to pay Estimate #7 RC-C067(088). Vote on motion: All Ayes. Motion carried. Discussion items were about Justin Terrell property and clearing of trees on his property. The Supervisor also want the County Engineer’s five-year plan report and Gary Martindale road. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to acknowledge receipt of Sheriffís report of fees collected for July 2022. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to acknowledge receipt of Western Iowa Power Cooperative Annual Meeting of Members Invitation. Vote on motion: All Ayes. Motion carried Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to authorize the Chairman’s signature on Monona County & Provider Agreement with Family Crisis Centers. Vote on motion: All Ayes. Motion carried Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize the Chairmanís signature on Monona County & Provider Agreement with Monona County Veterans Memorial Museum. Vote on motion: All Ayes. Motion carried Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to acknowledge receipt of Clerk of Court report of fees collected for July 2022. Vote on motion: All Ayes. Motion carried Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to authorize the Chairman’s signature on Dental Plan Document & Summary Plan Description. Vote on motion: All Ayes. Motion carried Motion was made by Supervisor Phillips, seconded by Supervisor Fox to acknowledge receipt of Monona County Farm Bureau Annual Meeting Invitation. Vote on motion: All Ayes. Motion carried At 9:19 a.m. it was moved by Supervisor Fox to go into closed session per Iowa Code 21.5(1)(i), to discuss candidates for the IT position seconded by Supervisor Phillips. Vote on motion: All Ayes. Motion carried. At 9:42 a.m. it was moved by Supervisor Fox, seconded by Supervisor Brouillette to come out of closed session. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to offer the IT position to possible candidate. Vote on motion: All Ayes. Motion carried Supervisor Fox attended the County Conservation meeting; he shared the information from the meeting. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the minutes of August 9 and 11, 2022, as read. Vote on motion: All Ayes. Motion Carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve claims. Vote on motion: All Ayes. Motion Carried. It was moved by Supervisor Fox, seconded by Supervisor Brouillette to hereby adjourn at the hour of 11:21 a.m. o’clock. Vote on motion: All Ayes.
